Maj. Gen. Atif Bin Akram, Director General Pakistan Rangers Punjab, since February 2024.

Information attributed to serving and former personnel from within the Army and Punjab Police repeatedly identifies him as the officer allegedly responsible for planning and directing several of the most serious operations carried out against Pakistani protesters in recent years.

These are allegations, not judicial findings. But they are detailed, recurring and serious enough to require an independent criminal investigation.

1. Islamabad, 26 November 2024
According to information attributed to sources within the Army, Atif Bin Akram was allegedly the senior officer commanding the Rangers operation under direct instructions from Asim Munir.

The most serious allegation is that after orders were issued to fire upon unarmed protesters, a soldier hesitated and did not open fire. Atif Bin Akram allegedly took the rifle from him and fired himself, breaking the hesitation among the troops and initiating the firing.

This specific allegation must be investigated through operational records, weapons examination, witness testimony, communication logs and the identification of every officer present at the command location.

2. Muridke, 13 October 2025
It is alleged that protesters were deliberately drawn into a confined area after being assured by Mohsin Naqvi that negotiations would take place.

Once the crowd had been cornered, the Punjab Police contingent reportedly refused to fire upon the protesters.

According to the information received, Mohsin Naqvi then allegedly instructed Atif Bin Akram to use the Rangers, acting under direct orders from Asim Munir. Rangers personnel subsequently opened fire.

The full chain of command must be established: who planned the operation, who gave the assurances of negotiations, who ordered the crowd to be contained, who authorised live fire and which units carried out the firing.

3. Azad Jammu and Kashmir, Sep/ Oct 2025
The same pattern was allegedly repeated in Azad Jammu and Kashmir.

Atif Bin Akram, as DG Rangers Punjab, is alleged to have commanded and directed Rangers personnel who opened fire upon protesters under instructions from Asim Munir.

The identities of the deployed units, commanding officers, weapons issued and ammunition used must be made public and independently examined.

4. Azad Jammu and Kashmir, July/Aug 2026, Ongoing
Information attributed to a senior Punjab Police official states:

“The firing on the people was carried out by Pakistan Rangers. Many of them were in plain clothes and police uniforms. We did not fire on the unarmed protesters.”

This allegation raises an additional and extremely serious question: Were Rangers personnel deliberately placed in plain clothes or police uniforms to conceal their identity, shift responsibility onto the police and obstruct subsequent accountability?

That question cannot be answered through official denials. It requires an independent investigation.

Every weapon used must be traced. Every round fired must be accounted for. Every deployed officer and soldier must be identified.

All written orders, telephone calls, wireless communications, operational instructions and movement records must be preserved.

Maj. Gen. Atif Bin Akram is entitled to due process and the presumption of innocence. But rank, uniform and institutional protection cannot place anyone beyond investigation.

These allegations concern the unlawful killing of unarmed, innocent Pakistani citizens, asking for their political rights.

They must be investigated, Starting from the person who fired the weapon, through the operational commanders, to the political and military authorities, right upto Asim Munir, who allegedly authorised the operations.

This not conviction through social media.
But there is also No immunity from wearing a uniform.
Follow the evidence and the chain of command wherever they lead and hold everyone accountable.
