The European Union will provide €1.4 billion to Ukraine from the proceeds of frozen Russian assets.

The funding will strengthen Ukraine’s defense and resilience. The only appropriate response to Russia’s terror is a stronger Ukraine. Russia must pay for every new crime it commits.

Russia has launched another massive overnight attack on Kyiv's civilian population, firing 28 missiles and 115 drones.

As of now, 17 people have been confirmed killed and 44 others injured. My deepest condolences to the families and loved ones of the victims.

Residential buildings, shops, warehouses, and other civilian infrastructure were targeted. More than 410 State Emergency Service personnel and over 100 pieces of specialized equipment are working at the affected sites. I thank our emergency responders, medics, police officers, utility workers, and everyone providing assistance, medical care, and helping communities recover.

Russia is expanding its campaign of terror by deliberately targeting businesses that serve millions of people. Ukrainian manufacturers, commercial facilities, and logistics hubs came under attack. These strikes have no military purpose – this is terrorism.

The Government will urgently meet with representatives of the business community and prepare the necessary measures to ensure the uninterrupted operation of logistics companies and retail businesses in response to Russia’s missile terror. The Ministry of Economy has been tasked with this work.

I expect the Prime Minister and the Government, together with the National Security and Defense Council of Ukraine, the General Staff, the Office team, and our communities, to identify the specific needs that Ukraine’s Ministry of Foreign Affairs, our ambassadors, and other representatives must work to meet.

This week, the NSDC will meet in a special format to assess how the resilience plans for our regions and communities are being implemented – or not being implemented, in which case those responsible will be held accountable. Based on this analysis, we will set specific tasks for our foreign policy.

Ihor Klymenko will become the new NSDC Secretary. He has exceptionally strong experience in coordinating the security sector, as well as in the work carried out last winter to strengthen our resilience and support our people. The NSDC will therefore be more closely involved in the Government of Ukraine’s work in this area.

I spoke with Prime Minister of Moldova Vasile Tofan and thanked him for the new Government's steadfast support for Ukraine. Our countries share the same strategic goal of full membership in the European Union, and we will continue moving toward it together through close cooperation and mutual support.

We discussed joint infrastructure projects and agreed to work on practical, mutually beneficial solutions to streamline border procedures, making crossings faster and more convenient for both people and businesses.

We also focused on expanding economic cooperation. I proposed restoring the work of the Ukraine-Moldova Intergovernmental Joint Commission on Trade and Economic Cooperation to unlock new opportunities for trade and investment between our countries.

I also invited Prime Minister Tofan to visit Ukraine. I look forward to strengthening our partnership and advancing the shared priorities that bring our countries closer to a common European future.

Throughout the night, Russia carried out another large-scale terror attack against Ukraine's civilian population.

Emergency response operations continue across Kyiv and the surrounding region. Seven districts of the capital sustained damage. Eighteen residential buildings, a school, the Embassy of Lithuania, and other civilian infrastructure were affected.

Nine people have been confirmed killed, while dozens more were injured. My deepest condolences to the families and loved ones of those who lost their lives. All those injured are receiving the medical care they need.

Russia launched 35 missiles, including 27 ballistic missiles, together with 185 attack drones of various types. Kyiv was the main target, but the Dnipro, Sumy, Kharkiv, and Poltava regions also came under attack.

The shortage of ballistic missile interceptors continues to cost innocent lives. Every additional interceptor strengthens our ability to defend our people and our cities.

These capabilities are needed in Ukraine today. I thank every partner working with us to strengthen our air defense and protect our people.

We launched the 2026 Ambassadorial Conference with a crucial diplomatic visit to Chernihiv region. Nearly sixty Ukrainian ambassadors gathered here to ground foreign policy in the stark reality of frontline life.

Before traveling, our envoys experienced Russia’s relentless terror firsthand during a heavy ballistic missile attack on Kyiv.

In the basement of Yahidne, 368 civilians were imprisoned for a month in horrific conditions by Russian occupiers. Russian forces offered freedom to anyone willing to betray local leadership, join their side, or desecrate Ukrainian national symbols.

Not a single person broke, demonstrating an indomitable spirit that no occupying force could ever crush.

Understanding this extraordinary courage is vital for every diplomat representing Ukraine on the world stage today. This visit reconnected our diplomatic corps directly with the resilience driving our nation's fight for survival.

Foreign policy must always be anchored in the uncompromising strength of the people we serve.

Ukraine has received another €3.47 billion tranche from the European Union under the Ukraine Support Loan. These funds will strengthen our defense and help finance Ukraine’s most urgent needs.

A total of €45 billion is available to Ukraine under this mechanism in 2026. To date, we have secured €11.6 billion: €3.2 billion for budget support and €8.4 billion for defense.

I am sincerely grateful to the European Commission and all EU Member States for their consistent and unwavering support. Every euro invested in Ukraine strengthens our resilience, protects our people, and brings us closer to a just and lasting peace.

The Council of the European Union has approved amendments to the Ukraine Plan, paving the way for more than EUR 8 billion in additional financing for 2026 under the Ukraine Support Loan.

The Ukraine Plan is the foundation of our reform agenda. It reflects Ukraine’s commitment to strengthening the rule of law, improving governance, fighting corruption, and building a modern, resilient economy on our path to EU membership.

Today’s decision reaffirms the European Union’s confidence in Ukraine’s reform efforts and our shared vision for Ukraine’s future.

As of this moment, at least eight people, including children, have been confirmed killed as a result of Russia's overnight attack on Ukraine. Dozens more have been injured and are receiving medical care.

Emergency and rescue operations continue in Kyiv and across ten other regions affected by the attack: Sumy, Kharkiv, Poltava, Dnipropetrovsk, Vinnytsia, Cherkasy, Mykolaiv, Lviv, Ivano-Frankivsk, and the Kyiv region. State Emergency Service teams have rescued many people trapped beneath the rubble, and the search for survivors is ongoing.

My deepest condolences to the families and loved ones of those whose lives were taken by this Russian attack.

I am grateful to our air defense forces, emergency responders, medics, police officers, utility workers, and everyone who has worked throughout the night to save lives. Their courage, professionalism, and dedication are helping our communities endure yet another act of Russian terror.

Today, I made my first working visit as Prime Minister to the Sumy region.

The region faces daily Russian attacks, with the enemy deliberately targeting energy facilities, logistics, critical infrastructure, and civilian communities.

Our priority is to prepare Sumy region for the coming winter and implementing its resilience plan. The Government is working to ensure the region has the resources, reserves, and support it needs to withstand every challenge.

I also met with Ukrainian defenders to discuss their most pressing needs. I am grateful to every soldier defending Sumy region and Ukraine's entire northern front.

During my visit, I met with local communities and visited social infrastructure facilities. We discussed the region's key challenges and the practical steps needed to address them. The Government will continue working closely with local authorities to deliver the support people need.

Today marks four years since the Olenivka tragedy.

On the night of July 28–29, 2022, Russia murdered Ukrainian prisoners of war at the Volnovakha Correctional Colony near Olenivka, where the defenders of Azovstal were being held.

At least 53 Ukrainian service members were killed, and more than 130 were wounded.

Today, Ukraine honors their memory, as well as all our Defenders, members of volunteer formations, and civilians who were executed, tortured, or died in Russian captivity.

Their lives were stolen, but their courage, sacrifice, and dignity endure. Their memory lives on in the heart of our nation.

Eternal memory to all who gave their lives for Ukraine. We will not forget, and we will not forgive.

Russia is systematically targeting Ukraine's publishing industry, repeatedly attacking printing houses, publishing facilities, and book warehouses.

In July alone, 1.5 million Ukrainian books were destroyed, with losses estimated in the hundreds of millions of hryvnias.

During the July 19 attack, one printing house lost its production facilities along with more than 400,000 school textbooks. Other publishing businesses also sustained significant damage.

I have instructed the Ministry of Culture, together with the Ministry of Finance, to prepare a state support mechanism for Ukraine's publishing sector.

Despite the constraints on our budget, the Government will find a way to support Ukrainian publishers. We must help them restore operations, replenish public library collections, and preserve the strength of Ukraine's publishing industry.

We are resuming substantive work with Parliament on the new Customs Code.

Today, the Government reapproved the draft and, as required by law, resubmitted it to the Verkhovna Rada.

This is one of the most important pieces of legislation on Ukraine's path toward EU membership. I look forward to working closely with Members of Parliament to ensure a thorough and constructive consideration of every provision.

The new Customs Code will align Ukraine's customs system with European standards, strengthening border security, facilitating trade, and bringing us another step closer to full integration with the European Union.

Today, together with Yevhen Khmara, I met with Raytheon’s Vice President for Land and Air Defense as well as the Raytheon Ukraine Executive.

We discussed ways to rapidly increase deliveries of Patriot missiles ahead of winter, expand their production, and further strengthen Ukraine’s defense industry.

Our objective is not only to meet Ukraine’s immediate defense needs, but also to deepen Ukraine’s integration into the global security architecture.

We paid particular attention to the joint production of air defense systems. This was one of the key outcomes of the meeting between the Presidents of Ukraine and the United States in Ankara.

The U.S. side has already proposed practical next steps, and the Ukrainian Government will do everything necessary to launch this cooperation without delay.

I am grateful to the United States for its steadfast support of Ukraine and to Raytheon for its commitment to strengthening our air defense.

Together, we are building the capabilities that will protect lives, reinforce our shared security, and contribute to lasting peace.

We discussed the defense, economic, and diplomatic challenges and objectives facing Ukraine in August and the months ahead. Russia is currently carrying out several deliberate terrorist operations against Ukraine and our infrastructure. We are also facing challenges in the energy sector, the fuel market, agriculture, and our grain export capabilities. Protecting our skies requires more practical ideas and faster progress on the projects already underway.

It is important that our partners clearly understand where their responsibility lies and how they can support us – support the protection of lives in Ukraine and our resilience. Missiles for the Patriot systems are the top priority, and our agreements must be implemented promptly. I expect swift diplomatic work from Ukraine's Ministry of Foreign Affairs and everyone involved in relevant communications.

I am grateful to our neighboring EU countries that are ready to expand cross-border cooperation so that we can better protect our country and our economy from Russian aggression. There is also a set of tasks that can only be accomplished in close cooperation with Brussels – the EU institutions. We are very much counting on this support, and the Prime Minister will present the relevant proposals to our colleagues in the European Union.

Together with the leadership of the Armed Forces of Ukraine and the Ministry of Defense, we determined how our forces will operate in the Black Sea going forward. The Prime Minister, the Minister of Foreign Affairs, the Minister of Infrastructure, the Minister of Agrarian Policy, and the officials designated by the Prime Minister must prepare a package of decisions to be pursued with our partners that will enable us to protect Ukraine's economic activity and preserve the essential foundations of our resilience. I had a productive conversation with Polish Prime Minister @donaldtusk on expanding cooperation on joint infrastructure and energy projects, as well as deepening economic ties between our countries.

I thanked Poland for its support in advancing the European Union's 21st package of sanctions against Russia.

We highly value Poland's steadfast support for Ukraine's path toward full membership in the European Union and count on our continued close cooperation throughout the accession process.

State Emergency Service and National Police teams are currently on the scene of the aftermath of Russia’s ballistic missile attack on the Kyiv region.

As of now, six people have been confirmed killed and dozens more injured. My deepest condolences to the families and loved ones of the victims.

I was pleased to welcome the Prime Minister of Ireland, @MichealMartinTD, to Kyiv for our first meeting since I assumed the office of Prime Minister.

Our discussions came on the day the European Union approved its 21st package of sanctions against Russia, an important decision that will further restrict the Kremlin's ability to finance its war against Ukraine. I thanked Ireland for its leadership in advancing these measures.

Ireland currently holds the Presidency of the Council of the European Union, and we highly value their contribution to opening Cluster 6, "External Relations," in Ukraine's EU accession negotiations. We count on Ireland's Presidency to help complete the opening of all remaining clusters and move swiftly toward the substantive stage of our accession process.

We also placed particular emphasis on preparing for the coming winter, restoring energy infrastructure damaged by Russian attacks, and expanding the participation of Irish companies in Ukraine's reconstruction. Despite Russia's aggression, cooperation between our businesses continues to grow, creating new opportunities for both our countries.

The people of Ireland have stood with Ukraine since the first days of the full-scale invasion. We deeply appreciate Ireland's unwavering solidarity, all the assistance it has provided, and its steadfast support for Ukraine's European future.

Ukraine has begun preparing the State Budget for 2027.

Ministries have been instructed to submit proposals on its key parameters by July 31.

The Government’s task is to submit the draft budget to the Verkhovna Rada by the statutory deadline of September 15.

The draft budget proposal must reflect our core priorities – strengthening Ukraine’s defense capabilities, maintaining financial resilience, and pursuing a responsible social policy.
