California's history of limiting property taxes is intimately tied to the history of rent control. Many city rent control ordinances were passed following Proposition 13's cap on property taxes - which created significant housing inflation. @WSJ Ed Board misses the history.
One can have a reasonable debate about rent control but an editorial like the WSJ one from yesterday reflects a failure to understand history and a belief that some people are deserving but renters are not.
