The Rt. Hon. Prime Minister Robinah Nabbanja, representing H.E. the President as the Chief Guest, delivered a strong message reaffirming the government’s firm commitment to eliminating corruption.

She highlighted that this commitment has its roots in the liberation struggle, where the principles of accountability and integrity were prioritised under the Ten-Point Programme of the National Resistance Movement (NRM). She further noted that key government frameworks, such as the NRM Manifesto (2021–2026), Vision 2040, and the National Development Plans III and IV, clearly reflect the government’s resolve to combat corruption.

The Prime Minister pointed out that success in the fight against corruption depends on a public service that manages resources responsibly, operates ethically, and works efficiently. She called on all Ugandans, including civil society, professional organisations, the media, and religious leaders, to play their part in this effort by fulfilling their respective responsibilities.

She appealed to anti-corruption agencies to strengthen their cooperation in identifying areas within the public service that are most vulnerable to corruption. She encouraged the mapping of high-risk Ministries, Departments, Agencies (MDAs), and Local Governments to guide the development of focused strategies aimed at addressing these risks.

The Prime Minister emphasised the critical role of technology in reducing direct human interaction, which can create opportunities for corruption. She highlighted the need for robust internal and external audits, close monitoring of government programmes such as the Parish Development Model (PDM) and road construction projects, ensuring their proper implementation. She also called for more efforts to involve citizens in anti-corruption initiatives.

In her concluding remarks, the Prime Minister urged all stakeholders to work towards creating a society that values transparency, accountability, and fairness, a society where corruption is not tolerated and where every individual has equal access to opportunities and public resources.
