Canada already has a rule to not allow you to travel before 4weeks of start of your program. So reduce it to 1 week or the student is only allowed if he has already started his program.

2/5 Colleges have strict rule for rest 11 days quarantine, some colleges even have rule to get tested on 14th day which makes students to stay in quarantine for 17 days. Hence, students don't get to go out in first 17 days & in 20 days, they get tested for 4 times. .
