Global investors are dumping South Korean stocks at an unprecedented pace:
Foreign investors sold -$801 million of Kospi-listed shares on Monday.

A familiar pattern unfolded soon after India crossed a critical milestone in its nuclear journey. The successful achievement of criticality in India’s Fast Breeder Reactor, marking entry into the second stage of its nuclear program, has triggered visible anxiety across the border.
In Pakistan, alarm bells rang quickly.
Zahid Kazmi, a senior figure linked to Pakistan’s strategic establishment, publicly flagged concerns, warning that India’s growing plutonium production capability could pave the way for the development of plutonium-based nuclear weapons. His remarks, amplified through official and semi-official channels, framed India’s breakthrough not as an energy milestone, but as a potential strategic threat.
At the heart of Pakistan’s concern lies the very nature of the Fast Breeder Reactor.
Unlike conventional reactors, breeder reactors are designed to produce more fissile material than they consume. India’s second-stage program utilizes plutonium and uranium-238 to generate even larger quantities of plutonium and uranium-233. In simple terms, the system “breeds” nuclear fuel, dramatically expanding India’s capacity to sustain and scale its nuclear ecosystem.
Numbers tell the story clearly.
From an estimated production of around 25 kilograms of plutonium per year in the earlier stage, India now stands at the threshold of producing nearly 170 kilograms annually. With multiple breeder reactors in the pipeline, that figure could potentially rise beyond 900 kilograms per year.
For Pakistan, this shift is not just technical, it is strategic.
Kazmi also pointed to another issue: India’s Fast Breeder Reactor program is not fully covered under international safeguards of the International Atomic Energy Agency (IAEA). According to him, this lack of external oversight adds a layer of opacity, raising concerns not just for Pakistan, but for the wider global community.
India, however, has firmly rejected these claims.
New Delhi’s position remains consistent and unchanged. Its nuclear doctrine is anchored in “No First Use” and “Credible Minimum Deterrence”, a framework that emphasizes restraint, defensive capability, and strategic stability rather than aggression.
More importantly, India has repeatedly clarified that the Fast Breeder Reactor is a cornerstone of its civil nuclear energy ambitions, not a weapons program.
The second stage is a crucial stepping stone toward the third stage of India’s nuclear vision—one that aims to harness thorium, a resource India holds in some of the world’s largest reserves. By eventually transitioning to a thorium-based cycle, India seeks to unlock long-term, sustainable, and virtually limitless clean energy.
The distinction on safeguards is also not new.
India has long maintained a dual-track approach: reactors using imported fuel are placed under IAEA safeguards, while those relying on indigenous resources remain outside such frameworks—ensuring both international cooperation and strategic autonomy.
Yet, despite these consistent positions, Pakistan’s reaction reflects a recurring trend.
Whether it was missile tests, submarine deployments, or now nuclear energy advancements, every major Indian breakthrough has been met with warnings, alarms, and accusations from across the border.
This time is no different.
As India advances toward energy security and technological self-reliance, Pakistan sees a threat. India sees a transition.
And between these two narratives lies the reality of a shifting strategic balance in the region.
