Your understanding is questionable, however.
You see..the behaviors associated with fascism involve the prioritization of a group over another group or individual often coupled with suppression of democratic practices and the use of ridicule to achieve socio-political goals...you know - like ridiculing people for practicing their democratic right of Freedom of Expression and Association.
This is a clear representation of fascist behavior.

The aforementioned sentence contains a subject ("I"), a main verb phrase ("don't have"), a direct object ("the time"), and an infinitive phrase ("to educate the uneducated") - all of which, in aggregate, represent a grammatically correct and complete sentence.

And we are not 'talking'. Talking requires actual sounds to be produced, and words to be spoken.

A sampling of people is not fact. It is a sample of responses from a sample of people.
Using incomplete data to create a false narrative is as old of a manipulation trick as the homo sapien.

So...if Black people are disproportionally prosecuted for stealing, then either of two things are true:

1. Black people and all other ethnicities of people steal at the same rate per-capita, but Black people get caught more often. Ergo...Black people suck at thievery

Or...

2. Black people disproportionally steal when juxtaposed against all other ethnicities, and thus are prosecuted at MUCH higher rates.
