Today government decided to delay the cancellation of the restrictions.

Thought to build the city on water was born cuz of invaders. This region it's gates to Italy and in early medieval there were many armies that tried to invade these prosperous lands. Locals got here natural defence, cuz tribes didn't have boats to reach the city.
