Later this month, the WI State Capitol will unveil a new sculpture honoring Vel Phillips, both the 1st female African American graduate of the UW Law School & the first elected to statewide office in Wisconsin. Ceremony will take place at 5 p.m. on July 27 on the Capitol grounds.
