@smackingg E o pior é que isto é transversal a outros setores da administração pública. Muitas das plataformas com que lido hoje são muito mal desenvolvidas e por gente que não entende o sistema que está a "digitalizar".

@smackingg O grande problema é mesmo a falta de noção no que se estão a meter (scope) e provavelmente menor, o 'cunhadismo'. Aquela velha... Havemos de conseguir... depois acaba em barraca... A complexidade de um sistema completo exige uma equipa multidisciplinar e já bem escaldada.
