Today, while inspecting a bridge project in Bulambuli Town Council under our national “Expose the Corrupt in Local Government” campaign, we uncovered serious irregularities.
The bridge that was constructed is only about half the size of what was specified in the approved Bill of Quantities (BOQ). Even more disturbing, the contractor used black soil as the foundation and final connecting layer instead of the required hardcore and swamp reinforcement materials, in complete disregard of the approved engineering specifications.
These actions have caused Government an estimated loss of UGX 500 million and represent a blatant misuse of public funds.
The Bulambuli Town Council Engineer and the Town Clerk have fled and are currently on the run. They will be apprehended and held accountable, together with anyone else found to have participated in this fraud.
This is exactly why we launched the “Expose the Corrupt in Local Government” campaign. Those who steal from the people and compromise public infrastructure will face the full force of the law. Every shilling of taxpayers’ money must work for Ugandans.

National Campaign: Expose the Corrupt in Local Government
Today, we spent the day in Bulambuli District inspecting government-funded projects. We are deeply disappointed by the performance of the district technical team. Our inspection uncovered serious mismanagement of the Road Fund.
The District Engineer has been arrested to aid investigations, and several other officials will follow as investigations continue. Every shilling of public money that was stolen must be recovered, and all those found culpable will be held accountable in accordance with the law.
I sincerely thank the area Members of Parliament and the entire district leadership for actively participating in this important accountability campaign.

Namere Minister of State for Local Government, the Hon. simon Mulongo Minister of State for Labour, and the Patriotic League of Uganda (PLU) General Secretary, Hon. @HonTwallafadil , MP for Tingey County, who joined us in the field during today’s inspection and contributed to our findings.

During my inspection , I visited Naiku Primary School in Mbale District, where I uncovered serious irregularities.
Government is releasing funds based on an enrollment of 1,352 pupils, yet during my visit, I personally conducted a physical headcount and found only 705 pupils present. This discrepancy suggests that Government could be losing approximately UGX 14,098,648 through fraudulent enrollment figures in just one primary school per term .
If this is happening at Naiku Primary School, how much more public money could be lost across government schools in Mbale District?
Where is the District Education Officer (DEO), the School Inspectors, the District Human Resource Office, and the local leadership? Every responsible office must carry out its mandate to protect public resources and ensure accountability.
The fight against corruption is a collective responsibility. Every shilling lost to corruption is a shilling taken away from our children’s education and our communities’ development. We must expose the corrupt, recover public funds, and restore integrity in local government.

Imagine Government losing over UGX 54 million to ghost pupils in just one rural primary school Naiku Primary School. If this can happen in one school alone, how much more are we losing across the country?
This must end. There is no room for games with taxpayers’ money. Corruption in our local governments must stop. Every shilling meant for education and service delivery must reach the people it is intended to serve. Accountability is not optional it is a duty. Thank you @ubctvuganda for the coverage .
