Small LEAs may have low levels of containment due to parental choice, rural catchments will be larger than urban ones. You then have 2 versus 3 tier systems, grammar and boys/girls schools to contend with!
@SimonMagus Neither are the whole answer, need is extraordinarily complex which unfortunately is not what the government wants to hear... hence the 'mutant' standard method.

@maryindevon @ONS When looking at age specific internal migration rates there is a pattern. In university LPAs there is an inflow of ppl in late teens and outflow of people in mid 20s. In non university LPAs its the opposite. Not all flows are students but many will be.
@maryindevon I’ve been looking at the changing demography of the fastest growing LSOAs & evidence is very clear that large new developments have a younger age profile but this starts to reflect the background after a while, which causes all sorts of issues for social infrastructure planning

Like any profession study & experience are essential. Despite knowing this we all have a tendency to be armchair critics about things we simply do not know enough about.
