Clauses 5 and 6 eliminate the hierarchical distinction between the Vice Presidents, establishing them as equals. Furthermore, these clauses codify a clear succession plan in the event the President vacates office prior to the expiration of their term.
A vital distinction for constitutional clarity: term length dictates the duration of a single period in office, whereas term limits cap the total number of periods an individual may serve.
CA3 modifies only the former; it does not legally trigger the necessity of a referendum.
Hon. Shamu: President Mnangagwa’s “Nyika inovakwa nevene vayo” philosophy proves Zimbabwe’s development must be driven by its own people. He warned that unstable election seasons only disrupt vital national projects, benefiting external forces.
When parliament was under attack and being dragged through the mud, this brave MP stood up and restored the dignity of the august House; the country thanks her.
With due respect Honourable Senator Coltart, invariably and self-righteously if not arrogantly labelling all views contrary to yours as "NONSENSE"; flies in the face of your political experience, status as the Mayor of Bulawayo and professional background as a senior member of the bar. You can and should do better. Have a good day!
Hon C. Madzivanyika was clearly answered yesterday by Hon. Minister Ziyambi Ziyambi on the constitutional requirements for amendments and when a referendum is necessary.
"The Constitution is very clear on what to do when we're amending. There is very clear statement on when a referendum is required."
The Minister's response left no ambiguity: the Constitution itself provides the framework for amendments and explicitly outlines the circumstances under which a referendum is required. Constitutional processes must be guided by the provisions of the Constitution, not by political interpretations or speculation.

Hon. Webster Shamu (MP, Chegutu East) denounced foreign sanctions and regime-change agendas, stating Zimbabwe rejects outside lectures on democracy. He affirmed that CA3 represents an authentic, homegrown, and people-driven democracy backed by the nation.
But Mfowethu, you cannot say all this as some political narrative, without reference to the relevant and binding text of the Constitution. What section of the fundamental law of the land mandates a referendum, and for which clause or clauses of the Constitution of Zimbabwe (Amendment No.3) H.B.1. Bill, 2026?
CA3 doesn't abolish "one man, one vote"—it honors it.
The liberation struggle was fought for equal voting rights for all. CA3 reinforces this by moving the presidential choice to a parliamentary vote, ensuring your voice is fully represented through the leaders you elect.

Important distinction on the CA3 Bill:
⚠️ Term Length ≠ Term Limits.
Changing an election cycle from 5 to 7 years alters the duration of a term, not the two-term cap itself. Since the actual limit remains untouched, a national referendum isn’t legally triggered.

@DavidColtart I think you are now putting words in her mouth; you know very well she was referring to the country. If you have something to say, be bold enough to say it without misquoting someone else
@namataik_ We sometimes forget that some of the very clauses in CA3 were first suggested by members of the opposition and were applauded as being progressive changes to the constitution but it seems to not be well received when its not @BitiTendai or @ProfMadhuku proposing them.
Hon. Susan Matsunga has chosen to build her country, and through her submissions on #CA3, it shows a genuine opposition leader who is open to uniting with the ruling party on matters that unite the nation.

@ChangeRadioZW Bipartisan creation is not the measure of the usefulness of a constitution. I also find it shocking that she didn't find anything useful in CA3. Clearly, she is there putting party politics and sound bites ahead of national interests.
@NewsHawksLive@DavidColtart You know somebody is not applying their mind to CA3 when they can read it and reject it in its entirety. Even the defense forces amendment is unacceptable to her?
