Baltimore City failed to collect millions in unpaid bills tied to utilities, permits, leases and other obligations over recent years, but a new audit revealed a deeper problem: Officials still cannot say how much money the city is actually owed as it moves through budget season.
The finding, presented Wednesday to the Board of Estimates, underscores both a breakdown in collections systems and a lack of reliable financial accounting across multiple city billing operations, where inconsistent tracking and decades-old policies have left gaps in enforcement and reporting, officials said.
