This is Adem Jashari, an Albanian from Kosovo/Dardania, founder and commander of the UÇK Kosova Liberation Army. 

He is considered like Gjergj Kastrioti Skenderbeu amongst Albanians. 

His statue will be raised in many cities across Europe just as it is of Skenderbeu.

I can definitely say without a doubt that he is one of the first true Europeans to see the Russian and Serbian plans to wipe out Illyrians/Albanians completely as their last stand on their plan to take control of the Balkans, this part of western lands. 

If the Russians and Serbs had succeeded in their plan to completely wipe out Illyrians/Albanians, then the plan was to bring Russian refugees to live here in western lands so Russia could claim it as their territory based on population, just as they are claiming now in Ukraine.
