The most comprehensive study so far on vigilante attacks in #Homs, the area enduring the most sustained violence & clearly the biggest challenge for transitional justice in post-Assad #Syria.

The government failed to establish examination arrangements sufficiently insulated from a foreseeable access and security problem, while National Guard-aligned factions actively restricted the movement of students seeking to attend. In both cases, students’ educational rights remained contingent on political and security considerations unrelated to their academic needs.
