Subject: Request for Police Review of Hate‑Motivated Rhetoric Broadcast on SOMCAN TV
Dear Officer,
I am writing to formally report a series of concerning statements broadcast on a community media platform known as SOMCAN TV, during a segment featuring an individual identified as Mohamed Doli. The content of this broadcast has caused significant fear and distress within the Somaliland‑Canadian community, and I believe it warrants review by law enforcement to determine whether it meets the threshold for hate‑motivated activity under Canadian law.
1. Hate‑Motivated Rhetoric Targeting Somalilanders
During the broadcast, the speaker used language that many viewers interpreted as hostile, dehumanizing, or encouraging negative actions toward people from Somaliland. Members of our community felt that the rhetoric could contribute to an atmosphere of hostility and potentially place individuals at risk. While I cannot determine intent, the impact of the statements was alarming and created fear among those who watched.
2. Antisemitic Rhetoric Disguised as Political Commentary.
The broadcast also included antisemitic themes presented under the guise of political discussion. Some statements appeared to rely on harmful stereotypes or narratives commonly associated with antisemitic propaganda. This type of rhetoric is dangerous because it can normalize prejudice and contribute to radicalization. I respectfully request that police review this portion of the broadcast to determine whether it raises concerns under Canada’s hate‑propaganda or public‑incitement provisions.
3. Denial or Dismissal of Atrocities Against the Issaq Community
The speaker also appeared to deny or minimize the historical suffering of the Issa community, including dismissing references to violence or atrocities. In the context of the other rhetoric used, this denial created the impression that the speaker was attempting to delegitimize the experiences of a targeted group. Community members interpreted this as an attempt to evoke hostility toward Somalilanders or those associated with the Issa community.
4. Public Safety Concerns
The combination of these elements — anti‑Somaliland rhetoric, antisemitic themes, and denial of community suffering — has created significant anxiety within our community. We are concerned that such rhetoric, if left unaddressed, could escalate into real‑world harm or inspire individuals to act on hateful messages.
5. Request for Police Guidance
I respectfully request:
Guidance on how to formally document and report hate‑motivated incidents.
Instructions on preserving evidence, including video clips, screenshots, timestamps, and transcripts
Clarification on whether the statements meet the threshold for hate propaganda, incitement, or criminal harassment under Canadian law
Any safety recommendations for affected community members
Direction on whether this matter should also be reported to federal authorities, such as the RCMP or the Canadian Radio‑television and Telecommunications Commission (CRTC)
I am prepared to provide all relevant evidence upon request.
