A little bit of constitutional history for everyone.

In 2026, the Constitution of Malaysia (Article 46) spells out exactly how many Parliamentary seats are allocated to each state.

But that was not always the case.

Per the Merdeka Day constitution, the Constitution only specified the TOTAL number of members of Parliament (which was meant to be 104 for the first Parliament, and subsequently 100).

The power to allocate seats to states (a.k.a. the power of 'apportionment') belonged fully to SPR!

However, after the (eventually extinguished, aka annulled) redelineation of 1960, Malaysia's ruling politicians were so spooked by SPR's fair boundaries (everything within ±15% of avg, and with some states losing seats, including Johor) that they went into full attack mode - and begin systematically reducing SPR's powers.

There's a long long long history here in the 1960s (Malaysia was formed, Singapore left, 1969 tragedy, etc), but once everything was said and done, by the 23rd August 1973, SPR had exactly ZERO power of apportionment. Article 46 of the Constitution explicitly specified how many seats each state should get - and that has remained the case until today.

I highly recommend that all Malaysians spend some time reading the Constitution. It will give you a new appreciation for the evolution of our nation.

Absolutely nothing wrong with what @Iqtodabal said, and if you are a PH supporter, now is indeed a great time for you to suddenly get 'inspired' regarding the importance of fixing Malaysia's malapportionment problem.

However, fixing the problem requires the right diagnosis.

Many Malaysians do not realise that a huge chunk of malapportionment (for Parliament seats, DUN is different story) in Malaysia is NOT caused by SPR.

Rather, it is caused by Article 46 of our Constitution, which can only be amended by a 2/3 majority. Article 46 specifies exactly how many Parliament seats go to each state, and this is actually the biggest source of inter-state inequality in the country.

Here's the most illustrative example:
• Constitution (Art. 46) says Perlis gets 3 seats, and Selangor gets 22 seats.
• As of end-2025, Perlis has 200k voters, while Selangor has 4 mil.
• This means that in Perlis, seats will have 66k voters in avg, compared to 182k in Selangor.

Implication: There is NOTHING @sprgovmy can do about the 3x difference between Selangor and Perlis. Nothing. Only Parliament can fix this, and it needs a 2/3 majority.

I highly doubt PH will be able to get that (because it will need UMNO and GPS' support, both of whom will lose ground if states' allocations are done properly).

The only thing SPR can do is ensure equality WITHIN a state. On this front, the worst offenders are Johor, Sarawak, Perak, N9, and Selangor.

Fixing Selangor and N9, in particular, should be beneficial for PH (in theory), and only requires a simple majority in Parliament to pass a new delimitation.
