This is a big over simplified analysis, but roughly

High-speed circuits: ~ 0.02 sec/lap per kg
Medium-speed circuits: ~ 0.03 sec\per kg
Low-speed, twisty circuits: ~ 0.04 sec\ per kg

RB22 is thought to still be 6 kg heavy. On a medium speed track like Canada that’s 0.18 sec/lap penalty.

But that’s just pure pace. It doesn’t account for the impact to corner performance which influences sliding and Tyre temps. Or inertial effects in chicanes etc..
