The Ministry of Mines and Mining Development and the Zimbabwe Anti-Corruption Commission (ZACC) signed a Memorandum of Understanding (MOU) on 8 October 2026 to strengthen collaboration in preventing and combating corruption in the mining sector.
The partnership seeks to promote transparency, accountability and ethical conduct through the implementation of an Integrity Pledge programme, corruption risk assessments, information sharing, and the timely referral of corruption allegations. It also provides for reciprocal capacity-building initiatives and the establishment of a Joint Steering Committee to oversee implementation and monitor progress.
The agreement underscores the importance of safeguarding Zimbabwe’s mineral resources for the benefit of all citizens while respecting ZACC’s constitutional independence. It reflects the Ministry’s commitment to strengthening institutional systems, promoting integrity in public service and ensuring that corruption does not undermine sustainable growth and development in the mining sector.
Tagwirei and Mthuli's portfolios don't clash at all!
Tagwirei will be overseeing agencies like the Zimbabwe Investment and Development Agency (ZIDA), his mandate centers on cutting local red tape, structuring major capital projects, and attracting investment directly into domestic ventures. His job is driving operational development on the ground, not balancing public debt or liaising with Western monetary authorities.
Sanctions have zero bearing on Tagwirei’s ability to deliver because modern global capital flows are thoroughly multipolar. The largest FDI inflows powering Zimbabwe’s economy such as multi-million dollar lithium processing plants, the Hwange power station expansions, and major mining developments come from non-Western partners in China, the Gulf, and the wider BRICS block. Investors in Beijing, Dubai, or Johannesburg operate entirely independent of Washington's lists. Travel bans or credit restrictions from the US don't stop massive commercial deals from being structured and signed in Harare or alternative global financial hubs.
Furthermore, operating under financial restrictions isn't a limitation for Tagwirei; it’s a proven core competency. When traditional credit lines were choked off, his enterprises demonstrated commercial resilience by securing critical fuel imports and financing Command Agriculture at scale. That track record proves a deep understanding of alternative trading networks, non-SWIFT payment channels, and complex supply chain mechanics. Navigating restricted economic environments is the exact operational skill set required to attract and protect investment in an increasingly fragmented global economy.
Ultimately, investment promotion is about delivering real, productive assets, not securing Western visas. Tagwirei’s portfolio is built around practical execution, domestic facilitation via ZIDA, and tapping into capital that builds rather than lectures. Zimbabwe’s economic trajectory will be decided by tangible results on the ground, not unilateral lists drawn up abroad.
