Statistics indicate that the lower your stoploss the less likely it is to get run. Your question assumes the reader has a single strategy and sticks with it. Depending on the strategy and conviction the stop location is highly connected to max drawdown. Pick a good trade with good conviction bias and recent TA (e.g. volume spike), closed above support, even if the price is up 5% from the bottom you can afford to take the risk with a SL near support. A counter trade fresh after an ATR spike is a different story, extremely tight stop loss and cross your fingers.
