1. Past exam results.
2. Test for assessment
3. Disciplinary records
4. Reference from past school from both lecturers and mates
1. It should only be for people that cannot afford it at all, not just for people that already know book.
2. Asking them what they have been doing while out of school with evidence.
3. Terminating their admission in the case of poor performance.

If (or when) we build a free school, there has to be something the beneficiaries do to qualify.
It is a sad truth that free things aren’t always appreciated.

So what should be requirement? A certain level of academic performance?
