@oli_shields @bphillipsonMP A lot of the parents using this scheme will be working parents. As in order to get into work on time, and keep their job (to keep paying tax), they must also take their kids to school earlier

This means if you want to keep your job by being on time to work you have to take your kids to school earlier. If you want people to be employed and having kids then you need to make it easier to do that
