@bmlong137 @CuckTruck1 @NYCMayor I can tell you in local public sector work like this as someone who does it. It is very uncommon for there to be that kind of bidding for staffing. The reality is that there are only so many companies that provide the kind of specialized staff that cities need.

@CuckTruck1 @NYCMayor yes because contracting causes overhead. The contracting company has to make profit somehow. Basically you are hiring a company to hire an employee to work for you. If that's an in-house employee there is no need to extract a profit margin there.
