They have, it's just that the things left undone (or half done) are the very things the ILSR Community Power Scorecard seeks to reward. FWIW, we at Solar Power Rocks awarded CA an A for purely residential solar in 2020.

@SolarLuis @johnffarrell @ilsr @SolarFred @votesolar @AmicusSolar @SolarNeighbors CA is a tough state to grade accurately. In many ways, it's a picture of legislation-agnostic solar success. The economics make sense there more than almost anywhere in the country, which has caused the state to rest on its laurels a bit when it comes to getting good policy done.
