The people of Iran are the boots on the ground. You don't need to deploy your troops, but for the boots on the ground to have a chance to return to the streets, they need minimal protection.
Let me try it this way: the Iranian regime's ideology does NOT allow it to abandon its reason for existence. It believes Allah compels it to do whatever it takes -- cheat, lie, deceive, imprison, torture, and murder -- if it means survival and furtherance of its revolution.

The Iranian regime is still arrogant because it has not been hit where it really hurts yet.
