This is not a selective video. We have visited all 9 sectors—what is shown reflects the ground reality in the majority of sectors. Yes, work is ongoing in some portions of a few sectors, but overall completion is far from visible across most areas.
If there are sectors in NPKL where basic amenities and site marking, numbering, drain cleaning, directional singing are fully completed on ground, please share pictures or videos. We regularly visit the layout and are genuinely keen to see such completed stretches.

One layout ready in 3 years. Another waiting for 9. Same authority—two very different outcomes.
One under continuous judicial monitoring (Supreme Court, Chandrashekar Committee, now High Court) — the other without judicial oversight.
Delivery should not depend on monitoring pressure—citizens deserve uniform standards everywhere.
Video 1 – Dr Shivarama Karanth Layout (under judicial monitoring):
No to negligible land acquisition issues,
Formation began ~3 years ago. Though allotment is yet to begin, the layout is practically “ready to construct.”
Roads asphalted with good quality. Footpaths completed. UGD laid. Water supply provision in place. Electricity nearing completion. Strong sector connectivity. CA & parks fenced.
Sites are neat and clean, boundary stones fixed, numbering clearly visible individual utility connections properly marked and culvert network closed with slabs.
Video 2 – Nadaprabhu Kempegowda Layout (9 years old):
Majorly DPR, App5oved scheme plan violated, Sites allotted in 2016 & 2018. Basic amenities still “work in progress.” Multiple deadlines have passed. Another May 2026 deadline may come and go—but on ground, “work in progress” has not changed to “completed.”
Even after 9 years, 1000+ acres acquisition remains pending. In ~2800 acres formed area,along with many works, finishing works are yet to be completed.
Continuity and connectivity remain weak across layout.Asphalting has picked up, but quality appears inconsistent. Electricity work lags. UGD and water supply face continuity issues due to acquisition gaps.
Finishing works such as site and culvert cleaning, demarcation, numbering, culvert slab covering, and signboards are progressing at a very slow pace.
No footpaths. No proper inter-block connectivity—MAR remains the only lifeline, No slabs on culverts network.

As for footpaths in #NPKL. Even the wider 18 m, 24 m and 30 m do not have footpaths till date.
We appeal to have them built in the interest of walkers, children and senior citizens in all 9,12,15,18,24,30m roads as implemented in DrSKLayout.
At review meetings that you chaired, the engineering team clearly said "footpaths were not designed at all". The engineers also mentioned that they would explore the possibility of providing footpaths on 18 m, 24 m, and 30 m roads after allottees raised the subject and requested your kind intervention.
Sad to say #BDA never planned footpaths on wider roads even in 2014, can @BDAOfficialGok, uplaod approvals documents for everyone clarity?
since flaw justifications began with "New design" "Utility channels as footpath" "Road width reduces if built now" now "18m and above roads footpath were designed in 2014"
While pedestrian walkways are not a new concept. BDA/CITB have built some of the wonderful footpaths in Bengaluru decades ago.

Despite PMC supervision, BDA NPKL engineering team review, and IISC vetting, NPKL implementation reveals several fundamental design flaws. These flaws were reported earlier, but no timely action followed.
In contrast, for the Major Arterial Road (MAR), practical changes were made beyond the DPR to address ground realities. Had similar proactive corrections been applied across NPKL, it could have emerged as a truly well-planned residential layout.
Instead, NPKL today reflects a clear gap between planning intent and on-ground implementation — visible in:
• Absence of footpaths
• Limited focus on tree cover
• Fewer parks & playgrounds
• Multiple avoidable design shortcomings
• continuty and connectivity issues due to pending 1000 acres land acquisition.
We remain hopeful that BDA leadership will review design flaws and address.
