It is clear from the start someone gave the snipers stand down order. First both snipers were on their feet. One of them saw something and spoke to the other sniper. I guess to confirm . Then they both went into shooting position lying down. Instead of taking shots they suddenly waited. Look at that video again of both snipers . Compare timing with shooter running and you have your answer. Now who gave stand down order to both? It is all very obvious that’s why FBI Director Wray and SS Director Rowe lied or deflected.
