People are dying on NYC streets.
Outreach only works if it’s actually done — not avoided, deflected, or rushed past.
And this should not depend on a random passerby refusing to leave.

Parking a block away.
Calling to say “no one’s there.”
Looking for the caller before the person in need.
Directing homeless frustration towards well-meaning civilians.
Minimal effort.
That’s not a staffing issue.
That’s a training issue.
And a systems issue.
