For those who aren't aware, a lot of lenders began using automated analysis systems which removed the human element. Loan officers weren't personally responsible for approving or denying loan applications.

Each application would be judged on its merits. So what happened? The system would deny applications by black people far more often than white people, or other races.

Some systems were adapted to remove any reference to the race, even though the programming didn't factor in the race at all. What happened?...

Black applicants were still denied far more often. In fact, when other systems were used to analyze the reports they were able to tell which applicants were black based on the address of the applying party, the location of the property they intended to purchase (for home or business loans) and credit history.

So the systems that approved or denied loan applications didn't know who was black or white. It just knew that for applicants in certain areas, or purchasing property in certain areas, with specific credit histories, would statistically have a significantly higher rate of default.

The systems didn't know why, it just noticed the trend and avoided investing in those applicants because it was shielding the financial institution from unnecessary risk.

This was perceived as racism by the Democrats. The assertion being that we must all accept unnecessary risk so that black Americans can feel included in aspects of society where they do not meet basic race-blind standards for participation. That assertion can be applied to multiple aspects of society where we've been told to be more inclusive, not just finances.
