I think the reason behind Charlie being surprised over Sirius' arrival is because she somehow knows who he is,maybe she saw archives and warned by the Starr Corp. in case if he survived the fire incident.

Usually Sirius' shadows' eyes are blue but Starr Park Control Center's one is red because of that if there will be a some sort of part 2 of this animation we can get closer to real ones who controls everything.

I think it can be Dynamike since he was the one responsible for gem incident and BRAWLings.Other option is CEO of Starr Park who made others popular,if that's true, it explains red eyed Starr Center very well

I do think that the real reason of lots of "eyes" are mentioned is that Sirius gets Brawlers' shadows by making eye contact with them.
You might ask what about the Brawlers who have glass:
He would somehow find a way to remove them.
(That should explain why Dani wears them.)

So,we got first confirmations of Starr Park's roots:
-The island was called "Starr Island"
-After being called "haunted",people left the island.
-It was called "Starr Circus" later on.
-Sirius-first brawler ever-showed up
-They were right on the money.
-CEO Changed the name back

-Some S.P.U.D.E members being mentioned like:Gale,Jessie,Pam and Amber is important.
