Emmanuel Manyasa: There is impunity among a small group of learners who know that nothing will be done to them. There is also impunity among some school managers and principals who are doing everything possible to make life difficult for learners in schools. They are chasing Grade A mean scores and this amounts to impunity because they are acting contrary to the Ministry of Education's policy.
