We learned how fascism took root in the turbulent aftermath of World War I when frustrated masses rose up, their fears stoked by charismatic leaders who manipulated their anger. We saw the totalitarian societies they built and the brutal measures they used to enforce their ideology. And as I screened my public television special "The Story of Fascism in Europe," I shared insights on how wannabe autocrats in fragile democracies across the West today seem to be reading from the same playbook that was so effective for Hitler, Mussolini, and Franco.

After a two-month wait, the County finally hosted the first meeting of the Homelessness Response System Oversight Committee (SOC) yesterday.

I cast the deciding vote to renew the IGA with Multnomah County for the Joint Office of Homeless Services, with significant caveats. The City has been ready to collaborate with the County on responsible policies regarding tents, tarps, and harm reduction. It's taken the County two months to host the first meeting, despite repeated requests from Mayor Wheeler to begin this process.

I'm disappointed that it took this long for the County to meet with us. I'm also concerned that the County may not share the City's urgency to address the visible homeless crisis, including clearing sidewalks and parks of tents, tarps, and public drug use.

As a member of the SOC, I will advocate for first responders, families, people with disabilities, employers, and all Portlanders who are frustrated by similar delays in beating this ongoing crisis. We must see substantial improvements in visible homelessness, a reduction in the unsheltered homeless population, and a better return on taxpayer investment.
