Secondary school is about giving kids the basics in maths, English etc.

Also, what about all the practicalities?

Perhaps it has been thought through - I don’t know.

But I worry this sounds nice and makes people feel good, but when it comes to delivering this in a timely manner - who is thinking about the detail?

We do those basics really well.

Some first thoughts on this...

Andy Burnham’s proposal to replace IHT with a universal care levy appears to be poorly thought through (unless I've missed something, which is always possible!).

For a start, a 10% tax on all estates would probably raise no more the current system of IHT, which already brings in about £10 billion a year.

Moreover, applying a lower flat tax to all estates would mean that many more families are liable, while reducing the tax paid by the wealthier.

This would not obviously be “fairer”, particularly if each person’s payment bears no relation to the amount of state-funded care that they actually receive.

The new levy might therefore have to be on top of existing taxes paid on death.

But either way, it would run into all the usual objections to such charges, including double taxation and the disincentive to accumulate wealth to pass on to future generations.

The only remaining argument for a new “care levy” is that the money could be ringfenced specifically for the support of older people. But the government can always allocate more money for any purpose without a specific tax to fund it. Linking spending to just one revenue stream rarely makes sense.

One more point. Part of the problem is that many people (and even some politicians) think that National Insurance contributions go into a pot to pay for pensions and NHS, and that a new levy could do the same for social care. In fact, current spending on pensions and health is funded from general taxation, and by current taxpayers.

As Health Secretary in 2009-10, Burnham proposed a National Care Service funded by a compulsory levy of around 10% on 'everyone's assets, savings and homes' at death. The Conservatives destroyed this plan with the 'R.I.P. OFF' death-tax posters in 2010.

As PM, he has pledged to create the NCS and has signalled openness to abolishing inheritance tax if wealth is taxed another way. He hasn’t formally re-proposed the 10% levy, but it is widely rumoured to be back.

Here's what you need to know:
- IHT raises £9.8bn next year, rising to £14.7bn by 2030-31 (OBR). It's the fastest-growing tax in the forecast - pensions come into IHT from April 2027. Scrapping it means giving up tomorrow's £15bn, not today's £9bn.

- A 10% levy can raise roughly £100bn in passes at death each year (Demos). After spouse transfers and protecting modest estates, about 60% is reachable. 10% of that is £6-7bn a year.

- Realistically, it must cover replacing IHT (£14.7bn) AND funding free personal care (£6.4bn) = up to £21bn a year by 2030-31.

There is a shortfall of about £10-14bn a year. (because the levy covers barely a third of the bill)

If he wanted a levy to actually cover it, it would need to be 26-31% (three times the rate Andy has proposed)

Estates rich enough to pay IHT today get their rate cut from 40% to 10%, while the ~95% of estates that currently pay nothing become liable for the first time. It's a tax cut for millionaires, and a new death tax for everyone else.
