Wueh! The reactions to this are strong. Actually, the CS stated the correct position regarding the Housing Levy. As per the Affordable Housing Act 2024 the monthly deductions are a levy (ni kama tax) and not a contribution/down payment/ deposit towards a house.

The “tax” is meant to mobilize resources that will be ring-fenced to development of houses and related amenities kama shule, shops, soko etc.

Offtake of the houses is then based on individuals purchasing through
(a) cash purchase
(b) financed purchase/ home loan through approved financiers
(c) tenant purchase ie rent-to-own

Options b and c are at fixed interest rates that shall be below 10%.

Purchasing a house is opshonool, opshonool…the people maaay!

To purchase a house, one is required to register on https://t.co/fvUqUwUrnT or *832#. There’s a “registration fee” of 200 bob and then you are required to “save” at least 10% deposit of the house you wish to buy. The “savings” are available to withdraw uki change mind about buying a unit.

For clarity, the initial communication of that levy being mara voluntary, mara mandatory was abandoned when courts told the government to have a legal structure for collecting the money. Hence the Affordable Housing Act which created a statutory Housing Levy to be managed by the Affordable Housing Board.
