The Republic of Balochistan on the Recent Remarks of the U.S. State Department

The statement attributed to the White House that “a strong Pakistan is good for America, and a strong America is good Pakistan” is deeply alarming. We ask a fundamental question to the White House: China has invested over $63 billion in the Republic of Balochistan without the consent of the Baloch people, and Beijing is attempting to strengthen Pakistan. Does Washington endorse China’s policy of making Pakistan stronger? In the doctrine of the ISI and Pakistan’s military establishment, what does a “Strong Pakistan” mean? If it means adherence to slogans such as “Death to America,” “Death to Israel,” and calls for the destruction of Jews and Hindus, unconditional support to Iranian mullah regime, producing long range missiles that can reach to Europe and America, does the Trump Administration still wish to make Pakistan stronger? Does strengthening Pakistan’s military mean empowering the very forces that are present in the Republic of Balochistan without the will of the sixty million Baloch and committing atrocities against the Baloch people? These are the same forces involved in slaughtering Baloch civilians, abducting political activists, dumping bodies on roadsides, filling mass graves, bombing Baloch villages, detaining thousands of Baloch civilians, and subjecting them to inhumane treatment by holding them in detention facilities comparable to Bagram and Guantanamo Bay.

It is an act of extreme irresponsibility when the world’s most powerful country, the United States, pats Pakistan on the back and enables an artificial state to maintain its illegal occupation of the ancient and resource-rich nation of Balochistan, whose history stretches back thousands of years. Pakistan’s military and intelligence establishment is regarded by many as one of the most dangerous and destabilizing forces in the region. History is already suffering the consequences of empowering Pakistan, including granting it access to nuclear weapons and tolerating its repeated threats and destabilizing conduct.
The Republic of Balochistan strongly rejects and condemns any policy or statement that provides strength or economic oxygen to Pakistan’s extremist and fundamentalist artificial state. The hands of Pakistan’s military are stained with the blood of millions of Baloch people, while tens of thousands more have been subjected to enforced disappearances and held hostage by the state. Furthermore, Pakistan’s intelligence apparatus has long been involved in cooperating with and supporting elements responsible for the deaths of thousands of American soldiers in Afghanistan in post 9/11 terror attacks. Has Washington forgotten Pakistan’s role in providing safe havens to terrorists that led to the killing of its own servicemen?

The Republic of Balochistan is deeply concerned that the Trump Administration is being gravely misled by the Pakistan’s military dictator, a man who openly threatened the Baloch people with destruction. Equally troubling was the presence of his puppet Prime Minister Shehbaz Sharif, who reportedly presented President Trump with a suitcase filled with rare earth minerals from the Republic of Balochistan. These valuable resources belong to the people of Balochistan, not to the occupying rulers of Punjab and Islamabad as any legitimate asset.

Our sixty million people have rejected China’s exploitation and plunder of Balochistan’s resources. Therefore, the United States should not follow in China’s footsteps and unnecessarily invite hostility from the people of Balochistan. The Baloch people harbor no hostility toward America of any kind. However, we reserve our legal and moral right to defend our homeland, resources, and coastline. We can never permit Pakistan’s reckless military generals to continue looting our mineral wealth.

The people of Balochistan call upon the United States to reassess its approach toward Pakistan and, instead of empowering those blatantly involved in systematic repression and state violence, stand on the side of justice, accountability, human rights, and the legitimate aspirations of oppressed nations. 

A free Republic of Balochistan is prepared to play a positive and constructive role with all countries in the region. However, Balochistan does not view favorably those who strengthen the hand of an occupying state which has been pursuing the policy of deception, exploitation, and support to terrorism. We urge the Washington to directly engage with the leadership and representatives of a genuinely free Balochistan regarding regional affairs rather than continuing to build relations with a country viewed as deceitful and unreliable. Otherwise, like China, the United States may also face public resistance in Balochistan for helping Pakistan to steal our resources and use the military air basis and exploiting our strategic assets without the consent of sixty milions Baloch nation.

From Balochistan to Lahore, Then Disappeared

Mehrab Khalid had a passion for photography from a young age. To improve his skills and get professional training, he went from Balochistan to Lahore to study at the prestigious National College of Arts.

However, it is alleged that state security forces forcibly disappeared him in Lahore. Due to insecurity and uncertainty in Balochistan, many families send their children to other provinces hoping they can receive a better education and have a safer future. Sadly, many do not feel safe even there. Mehrab Khalid's case is considered one of these incidents. In the past, several Baloch students have also reportedly been subjected to enforced disappearances from Islamabad and other cities in Punjab.

There is a call for the release of Mehrab Khalid and thousands of other Baloch students who are allegedly being held in state detention, so they can continue their education instead of remaining imprisoned without proven charges.

حبیبہ پیر جان کی جبری گمشدگی کو ابتدا میں ریاستی سرپرستی میں چلنے والے بعض سوشل میڈیا اکاؤنٹس اور پروپیگنڈا مشینری نے نہ صرف تسلیم کیا بلکہ ان کی گرفتاری کو ایک بڑی کامیابی کے طور پر پیش کیا۔ بعد ازاں انہی اکاؤنٹس نے اپنی تمام پوسٹس ڈیلیٹ کر دیں اور یہ مؤقف اختیار کیا گیا کہ حبیبہ مفرور ہو چکی ہیں۔ اس کے بعد ان کے سر کی قیمت مقرر کر کے انہیں مطلوب قرار دیا جانے لگا۔

اور اب ان کے اہلِ خانہ کو مسلسل ہراساں کیا جا رہا ہے۔ ریاستی اہلکار ان کے گھر پہنچے، خاندان کے افراد کے موبائل فون ضبط کیے، مختلف الزامات عائد کیے اور منظم انداز میں ان کی کردار کشی کی مہم شروع کر دی گئی۔ یہ تمام اقدامات نہ صرف بنیادی انسانی حقوق کی سنگین خلاف ورزی ہیں بلکہ ایک بلوچ خاتون اور اس کے خاندان کو اجتماعی سزا دینے کے مترادف ہیں۔

بلوچ قوم ایک ایسے جبر کا سامنا کر رہی ہے جہاں قانون، اخلاقیات اور انسانی وقار کی کوئی اہمیت دکھائی نہیں دیتی، اور خواتین کے احترام اور تحفظ کو یقینی بنانے کے بجائے انہیں نشانہ بنایا جا رہا ہے، ان کی تضحیک کی جا رہی ہے اور ان کی کردار کشی کو ایک ہتھیار کے طور پر استعمال کیا جا رہا ہے۔

پاکستان کا عدالتی نظام نہ صرف انصاف کی فراہمی کو مذاق بنا چکا ہے بلکہ اس نے ایسی صورت اختیار کر لی ہے جہاں ریاستی ظلم و جبر کو قانونی جواز فراہم کیا جاتا ہے اور مظلوم کو مزید نفسیاتی اذیت سے دوچار کیا جاتا ہے۔

12 مئی کو سپریم کورٹ نے اسلام آباد ہائی کورٹ کو ہدایت دی تھی کہ ایمان مزاری اور حادی علی چٹھہ کی زیرِ التوا اپیلوں پر دو ہفتوں کے اندر فیصلہ کیا جائے۔ تاہم اس کے بعد سماعت در سماعت ملتوی ہوتی رہی۔ 19 مئی کو دستاویزات نامکمل قرار دی گئیں، 20 مئی کو نئی تاریخ دے دی گئی، یکم جون کو سرکاری وکیل کی عدم موجودگی کے باعث سماعت مؤخر ہو گئی، اور 4 جون کو مقدمہ ہی نمٹا دیا گیا۔

اسی دوران این سی سی آئی اے نے سپریم کورٹ میں یہ مؤقف اختیار کیا کہ اسلام آباد ہائی کورٹ کو دی گئی ہدایات واپس لی جائیں۔ سوال یہ ہے کہ جب سپریم کورٹ کی مقرر کردہ مدت گزر چکی تھی تو انصاف کی فراہمی میں مسلسل تاخیر کیوں کی جا رہی تھی؟

ایمان مزاری اور حادی علی چٹھہ کو ایک ٹویٹ کے مقدمے میں 17 سال قید کی سزا سنائی گئی۔ اگر ایک معروف وکیل اور سابق وفاقی وزیر کی بیٹی کے لیے بھی انصاف کے دروازے اس طرح بند کیے جا سکتے ہیں تو پھر اندازہ لگائیے کہ بلوچستان کے عام لوگوں، جبری گمشدہ افراد کے خاندانوں اور ان ہزاروں شہریوں کے ساتھ کیا سلوک ہوتا ہوگا جن کی آواز اقتدار کے ایوانوں تک نہیں پہنچ پاتی۔

ہمیں پاکستان کے عدالتی نظام، ریاستی جبر اور ہر اُس بیانیے پر سوال اٹھانا ہوگا جو بغیر ثبوت کسی فرد یا تحریک کو غدار، ایجنٹ یا مجرم قرار دیتا ہے۔ ہمیں جبری گمشدگیوں پر سوال اٹھانا ہوگا۔ ہمیں ماورائے عدالت قتل پر سوال اٹھانا ہوگا۔ ہمیں اجتماعی سزا، سیاسی انتقام اور اظہارِ رائے پر عائد پابندیوں پر سوال اٹھانا ہوگا۔

ہمیں ایمان مزاری، حادی علی چٹھہ، علی وزیر، ماہ رنگ بلوچ، بیبو بلوچ، گل زادی بلوچ، شاہ جی اور بیبگر بلوچ کے خلاف گھڑے گئے ریاستی بیانیوں اور الزامات کو بھی تنقیدی نگاہ سے دیکھنا ہوگا۔ لکھیں، بولیں اور بغیر کسی اگر مگر کے سچ کے ساتھ کھڑے ہوں۔ ان سیاسی اور انسانی حقوق کے رہنماؤں کو مجرم قرار دینے سے پہلے ان کے خلاف پیش کیے جانے والے بیانیوں اور الزامات کا تنقیدی جائزہ لیں۔

سوال کیجیے کہ آخر اختلافِ رائے کو جرم کیوں بنایا جا رہا ہے؟ سوال کیجیے کہ انصاف کے تقاضے سب کے لیے یکساں کیوں نہیں؟ سوال کیجیے کہ ریاستی طاقت کے سامنے سچ بولنے والوں کو مسلسل نشانہ کیوں بنایا جاتا ہے؟

طاقت کے بیانیے کو حرفِ آخر نہ سمجھیں۔ ہر دعوے، ہر الزام اور ہر پروپیگنڈے کو سوال کی کسوٹی پر پرکھیں۔

مظلوم کو مشکوک نگاہ سے دیکھنا بند کیجیے۔ طاقت کے بیانیے کو تنقیدی نظر سے جانچیے اور سوال اٹھائیے۔

جبری گمشدگیاں جرم ہیں۔
ماورائے عدالت قتل جرم ہے۔
اجتماعی سزا جرم ہے۔
سیاسی و انسانی حقوق کے کارکنان کی جبری قید جرم ہے۔

یاد رکھیے، خاموشی کبھی غیر جانبداری نہیں ہوتی۔ خاموشی اکثر طاقتور کے ساتھ کھڑے ہونے کا دوسرا نام بن جاتی ہے ۔

No Petrol, No Patrolling

If we take an impartial look at Pakistan's map, geographical and economic realities, an important question arises: where has Islamabad obtained the resources over the past 78 years to sustain its economy, industry, energy sector, and defense structure? The answer is BALOCHISTAN.

The central axis of Pakistan's power is Punjab province. In reality, the word Pakistan does not represent a nation. Rather, after the partition of India, this piece of land that came into existence was given the name Pakistan. It is a globally recognized fact that countries are usually named after the nations that inhabit them, but Pakistan is the only country that is not associated with the name of any nation. "Pak" means pure or clean; such a name may suit a product, but for a country to be called pure is far removed from reality.

Pakistan's existence itself was a conspiracy, its name is also a deception, and the army assigned to protect this British-made product. It proved to a mercenary force that, throughout different eras, has been used by foreign powers to accomplish their interests in the region.

Interestingly, the country that was created in the name of Muslims and Islam has had an army that has killed Muslims in the greatest numbers. It remains forcibly and illegally occupying the Muslim country of Balochistan.

Pakistan, which was invented from the partition of united India and is in reality the province of Punjab, does not possess the wealth of natural mineral resources necessary to meet the long-term economic needs of a state. Balochistan contains vast reserves of oil, natural gas, coal, gold, copper, uranium, rare earth minerals, and other valuable resources, which Pakistan's military uses through the force of the gun to meet its energy, industrial, and defense requirements.

Recent border tensions and restrictions from current Afghan government have dealt a severe blow to Pakistan's economy, clearly demonstrating that Pakistan's economy depends on land routes and regional trade through Afghanistan and Balochistan. Afghanistan is an important commercial market where medicines, vegetables, wheat, and other goods are exported from Pakistan via Balochistan and Pashtunistan borders. Border disruptions have affected Pakistani exports, damaged agricultural produce, and placed many business sectors under pressure. This situation highlights the reality that geography and access play a fundamental role in the economic strength of any country.

In this context, the importance of Balochistan becomes even more apparent. Balochistan is not only a significant region in terms of land area, but its coastline; ports, mineral reserves, and access to international trade routes give it extraordinary geopolitical significance. If Balochistan's coastal routes, land routes, or energy resources were to become inaccessible to Pakistan, the country could face severe economic and industrial difficulties.

The natural gas, coal, gold, copper, and other minerals found in Balochistan have been an important component of Pakistan's economic activities for decades. From supplying energy to industries to supporting defense production, many sectors have remained dependent on these resources. This is why Pakistan, through the suppression and genocide of the people of Balochistan, has continued to unilaterally describe the region as its economic lifeline.

The importance of Balochistan is also increasing at the international level. Situated on the Arabian Sea, this region serves as a natural bridge between the Middle East, Central Asia, South Asia, and global maritime trade. Just as arteries in the human body carry blood, Balochistan functions as a vital artery for regional trade, energy transportation, and international connectivity. If this artery operates effectively, the entire region can move toward economic growth and stability.

The Republic of Balochistan believes that the genuine benefits of the region's resources can only be achieved when they are effectively controlled by the local Baloch population and their representative leadership. The development and utilization of oil, gas, gold, silver, and other mineral reserves cannot be sustainable without the consent and participation of the Republic of Balochistan and its local people.

Today, the world has entered a new race for energy, minerals, and trade corridors. In such circumstances, the geographical and mineral importance of Balochistan has become greater than ever before. Only by recognizing the Republic of Balochistan can we overcome the energy crisis.
