మెగా పోలీస్‌ రిక్రూట్‌మెంట్‌ నోటిఫికేషన్‌ విడుదల చేయాలంటూ కాకినాడలో శాంతియుతంగా నిరసన తెలిపిన నిరుద్యోగ యువతపై @ncbn నేతృత్వంలోని వెన్నుపోటు పార్టీ కూటమి ప్రభుత్వం పోలీసు కేసులు నమోదు చేయడాన్ని తీవ్రంగా ఖండిస్తున్నాను.

శ్యామ్, టి.రాజా, ఎం.గంగ సూరిబాబు, రాజేష్‌తో పాటు 20 మంది పోలీసు ఉద్యోగార్థులు చేసిన నేరమేమిటి? ‘బాబూ.. జాబులేవి?’ అని ప్రశ్నించడమేనా నేరం? ఉద్యోగాల భర్తీకి నోటిఫికేషన్‌ ఇవ్వాలని అడగడం కూడా తప్పా? ప్రజలు తాము ఎన్నుకున్న ప్రభుత్వాన్ని శాంతియుతంగా ప్రశ్నించడం కూడా ఆంధ్రప్రదేశ్‌లో నేరంగా మారిందా?.

ఏటా జాబ్‌ క్యాలెండర్‌ విడుదల చేస్తామని, ప్రతి నిరుద్యోగికి నెలకు రూ.3 వేల భృతి ఇస్తామని ఎన్నికల ముందు చంద్రబాబు హామీ ఇచ్చారు. రాష్ట్రంలోని 20 లక్షల మంది నిరుద్యోగులకు ఈ లెక్కన ఏడాదికి రూ.7,200 కోట్లు, మూడేళ్లకు రూ.21,600 కోట్లు చెల్లించాలి. కానీ ఇటు ఉద్యోగాలు ఇవ్వకుండా, అటు నిరుద్యోగ భృతి చెల్లించకుండా యువతను మోసం చేసిన ఈ వెన్నుపోటు పార్టీ కూటమి ప్రభుత్వం.. ఇప్పుడు తమ హక్కుల కోసం ప్రశ్నించిన వారిపై తప్పుడు కేసులు పెడుతోంది.

మెగా డీఎస్సీలో రోజుకొక మోసం బయటపడుతుంటే సమాధానం చెప్పలేక చంద్రబాబు, నారా లోకేష్‌ ఇద్దరూ అణచివేత, నిర్బంధం, బెదిరింపులకు దిగుతున్నారు. అడ్డదారుల్లో ఉద్యోగాలు పొందిన వారిని కాపాడుతూ.. పారదర్శకంగా నోటిఫికేషన్లు విడుదల చేయాలని కోరుతున్న అర్హులైన నిరుద్యోగులను నేరస్తులుగా చూస్తున్నారు. కూటమి ప్రభుత్వం యువత పట్ల అనుసరిస్తున్న వ్యతిరేక విధానానికి, అప్రజాస్వామిక వైఖరికి ఇంతకంటే నిదర్శనం ఏముంటుంది?.

వెన్నుపోటు పార్టీ అధికారంలోకి వచ్చిన ప్రతిసారీ నియామకాల్లో అక్రమాలు, ప్రశ్నపత్రాల లీకేజీలు, నిబంధనలకు విరుద్ధమైన నియామకాలు పరిపాటిగా మారాయి. అవినీతి, రాజకీయ పైరవీలతో ఉద్యోగాలను పంచుకోవడంపైనే వెన్నుపోటు పార్టీ దృష్టి తప్ప.. రాష్ట్ర యువత ఆశలు, ఆకాంక్షలను వారు ఏనాడూ గౌరవించలేదు. ప్రతిభకు పట్టం కట్టి, అర్హులకు నిష్పక్షపాతంగా ఉద్యోగాలు కల్పించాలన్న చిత్తశుద్ధి ఈ వెన్నుపోటు పార్టీ కూటమి ప్రభుత్వానికి లేదు.

నిరుద్యోగ యువతపై నమోదు చేసిన కేసులన్నింటినీ తక్షణమే, బేషరతుగా ఉపసంహరించాలి. ఏమాత్రం ఆలస్యం చేయకుండా మెగా పోలీస్‌ రిక్రూట్‌మెంట్‌ నోటిఫికేషన్‌ విడుదల చేయాలి. రాష్ట్రంలోని ప్రతి నిరుద్యోగ యువతకు వైయస్సార్‌సీపీ అండగా నిలుస్తుంది. వారికి న్యాయం జరిగే వరకు పోరాటాన్ని మరింత ఉధృతం చేస్తుంది.

I strongly condemn the cruel, vindictive and authoritarian action of the TDP-led coalition government under Chief Minister @ncbn in filing police cases against unemployed youth who peacefully protested in Kakinada demanding a Mega Police Recruitment Notification.

Cases were booked against Shyam, T. Raja, M. Ganga Suribabu, Rajesh and 20 police-job aspirants. Their only “crime” was asking, “Babu, where are the jobs?” and demanding recruitment. Is peacefully questioning an elected government now a criminal offence in Andhra Pradesh?

Chandrababu Naidu came to power by making grand promises to the youth. He promised an annual job calendar and a monthly unemployment allowance of Rs 3,000. For 20 lakh unemployed youth, the unpaid allowance amounts to Rs 7,200 crore annually and Rs 21,600 crore over these three years. After cheating them over jobs and allowances, this insensitive government is now rewarding their protests with police cases.

Unable to answer the undeniable evidence emerging every day in the Mega DSC scandal, Chandrababu Naidu and Nara Lokesh are resorting to repression, censorship and intimidation. Those accused of obtaining jobs through irregular means are protected, while genuine job-seekers demanding notifications are treated like criminals. This exposes the anti-youth and deeply undemocratic character of the TDP-led coalition government. Whenever the TDP is in power, recruitment scams, question-paper leaks and irregular appointments become the norm. The TDP has never respected the hopes and aspirations of the state’s youth, because it remains consumed by corruption and political manipulation instead of providing fair and transparent employment opportunities.

I demand the immediate and unconditional withdrawal of all cases and the release of the Mega Police Recruitment Notification without further delay. YSRCP will stand firmly with every unemployed young person and intensify the struggle until justice is delivered.

బాబు గారు నిర్లక్ష్యం చేసిన పోలవరాన్ని ఆంధ్రప్రదేశ్ జలప్రదాయని అని గుర్తించిన నేత డాక్టర్ YSR. ప్రాజెక్ట్ కోసం కుడి, ఎడమ కాలువలు తవ్వించడంలో రాజశేఖర్ రెడ్డి గారి కృషి అనీర్వచనీయం. పోలవరం డ్యామ్ పనులకంటే ముందుగానే 90 శాతం కాలువల పనులన్నీ YSR హయాంలోనే పూర్తి చేశారని రాష్ట్రంలో ఎవరిని అడిగినా చెప్తారు. అది మహానేత కష్టమని కొనియాడుతారు. 2004 లోనే పరిపాలన అనుమతులు సాధించి, ఆనాడే రూ. 2680 కోట్లు నిధులు కేటాయించి, భూసేకరణ పూర్తి చేసి, 2009 వరకే ప్రధాన పనులన్నీ పూర్తి చేసిన ఘనత YSR ది. కాలువల్లో తుప్పలు, చెత్తాచెదారం తొలగించి ఏకంగా కాలువను తవ్వించిన అభినవ కాటన్ గా ఇప్పుడు చంద్రబాబు గారు తనను తాను వర్ణించుకోవడం నీచపు చర్య.

ఇవ్వాళ పురుషోత్తమపట్నం, పుష్కర లిఫ్ట్ నుంచి ఎత్తిపోతల ద్వారా ఎడమ కాలువలో గోదావరి జలాలు పారుతున్నాయి అంటే కాంగ్రెస్ హయాంలో ముఖ్యమంత్రి రాజశేఖర్ రెడ్డి గారి జలయజ్ఞం ద్వారా పడ్డ కష్టానికి ప్రతిఫలం. పారుతున్న ప్రతి నీటిబొట్టు ఆనాడు YSR సారధిగా ఉన్న కాంగ్రెస్ ప్రభుత్వ పాలనకు, పనితీరుకు నిదర్శనం.

దివంగత ముఖ్యమంత్రి YSR తవ్వించిన కాలువల్లో సైఫన్ ల, ఆక్విడక్ట్ ల విషయంలో మైనర్ పనులు చేయించి మొత్తం కాలువకే చంద్రబాబు కష్టంలా కలరింగ్ ఇచ్చుకోవడం కరెక్ట్ కాదు.

మారిక వలస స్కూల్‌ తరలింపును వ్యతిరేకిస్తూ ఆగస్టు 20 నుంచి విద్యార్థుల తల్లిదండ్రులు, గిరిజన సంఘాలు ఆందోళన చేస్తున్నా, వారి అభ్యంతరాలను వినే ఓపిక కూడా ఈ ప్రభుత్వానికి లేకుండా పోయింది. అసలు ఈ ట్రైబల్‌ రెసిడెన్షియల్‌ స్కూల్‌ను తరలించాల్సిన అవసరం ఏమొచ్చింది? వైయస్సార్‌గారి హయాంలోనే ప్రముఖ విద్యావేత్త, అప్పటి ఎమ్మెల్సీ చుక్కారామయ్యగారి సలహాలు, సూచనలతో దేశంలో ప్రతిష్టాత్మకమైన ఎన్‌ఐటీ, ఐఐటీ లాంటి విద్యాసంస్థల్లో ఎస్టీ విద్యార్థులు ప్రవేశం పొందేలా స్కూల్‌ఆఫ్‌ ఎక్స్‌లెన్స్‌ కింద, 8వ తరగతి నుంచి ఇంటర్మీడియట్‌ వరకూ నాణ్యమైన బోధన అందించేలా ఏడు గురుకులాలను ఏర్పాటు చేశారు. క్వాలిఫైడ్‌ టీచర్స్‌ను పెట్టి, ఈ టీచర్లకు ప్రోత్సాహకాలు కూడా ఇచ్చి, వారి ద్వారా మంచి శిక్షణ ఇప్పించడం వల్ల గిరిజన విద్యార్థులు ఆ ప్రతిష్టాత్మక విద్యా సంస్థల్లో సీట్లు పొందారు.

మా ప్రభుత్వంలో నాడు-నేడు ద్వారా వీటిని మరింతగా సౌకర్యాలను మరింత అభివృద్ధి చేయడమే కాక, ఆన్లైన్‌ కోచింగ్‌, ఇంటరాక్టివ్‌ ఫ్లాట్‌ ఫామ్స్‌ ద్వారా వారికి అందించే బోధనను మరింత మెరుగుపరిచాం. మంచి ఫలితాలు కూడా సాధించాం. ఎన్‌ఐటీ, ఐఐటీల్లో సీట్లు పొందే ట్రైబల్‌ విద్యార్థులకు ప్రోత్సాహకంగా రూ.40వేలు, మరియు వారికి ల్యాప్‌టాప్‌లు ఇచ్చాం. ఇప్పుడు వీటిని పట్టించుకోకుండా, బాగా నడుస్తున్న స్కూళ్లలో విద్యార్థులను బలవంతంగా తరలించి, ఎందుకు వారిని కష్టపెడుతున్నారు? విశాఖలాంటి నగరంలో గిరిజన విద్యార్థులకు చదువుకునే అర్హతలేదా? నెల్లూరు జిల్లాలోని కోటలో కూడా ఎస్సీ గురుకులం నుంచి వందలమంది విద్యార్థులను కూడా విద్యా సంవత్సరం మధ్యలోనే హడావిడిగా తరలించేశారు. భారీగా విద్యార్థులు ఉన్న మొత్తం 4 గురుకులాల నుంచి దాదాపు 2వేల మందికిపైగా విద్యార్థులను ఇబ్బందిపెడుతూ వారిని చెల్లాచెదురు చేసేశారు. విద్యార్థుల జీవితాలతో ఆడుకుంటారా? చంద్రబాబుగారు మీరు, మీ సుపుత్రుడి తలతిక్క పనులతో విద్యాశాఖను అస్తవ్యస్తం చేస్తున్నారు.

మీరు పెడతామంటున్న ఈ కొత్తవాటిలో ఇంటర్మీడియట్‌నుంచి ప్రత్యేక శిక్షణ అంటున్నారు. కానీ జేఈఈ, నీట్‌లాంటి పోటీ పరీక్షల్లో రాణించాలంటే, ఆ పరీక్షలు రాసే వారికి పునాది కనీసం 8వ తరగతి నుంచే ఉండాలి కదా? అలాంటి కాన్సెప్ట్‌తో పెట్టిన ``స్కూల్‌ ఆఫ్‌ ఎక్స్‌లెన్స్‌``లను నిర్వీర్యంచేయడం కరెక్టు కాదు. ప్రభుత్వం తాను తీసుకున్న నిర్ణయాన్ని పునః సమీక్షించుకుని, విద్యార్థులు, వారి తల్లిదండ్రుల అభ్యంతరాలను విని, ఆ పిల్లలకు నచ్చినచోటే చదువుకోనివ్వండి. గిరిజన మహిళా నాయకులపట్ల మీ అనుచిత ప్రవర్తనకు క్షమాపణలు చెప్పండి.

.@ncbn garu, what is this about lifting Godavari water from the already existing Purushothapatnam project using the already existing pumps, releasing it into the already existing Polavaram Left Main Canal, and then beating the drum claiming, “We have brought Polavaram waters”? You know, and everyone knows, that this is not water flowing by gravity from the Polavaram reservoir. But the publicity is at an entirely different level. The water is from Purushothapatnam, the canal was constructed during YSR’s tenure, but the desperation to claim the credit is yours? What kind of magic is this?

Aren’t all the publicity events you have been conducting one after another over irrigation projects meant only to mislead the people? The other day it was Veligonda, today it is the Polavaram Left Main Canal, and another day it will be something else. Claiming credit for projects that you neither started nor completed, and getting your friendly media to sing your praises as though you were their creator, has become a habit for you. Even when you undertake some incomplete works, you inflate the estimates only to loot. Whichever irrigation project one looks at, this has been your modus operandi, your approach and your nature.

The water that you now say will be released through the Purushothapatnam pumps is 3,500 cusecs. This project and these pumps are not new, are they? They already exist, don’t they? Then why this drama? In fact, when 79% of the major works relating to the Polavaram Left Main Canal were completed during YSR garu’s tenure itself, standing on all those works today and claiming, “I did everything,” is something only you, Chandrababu garu, can do!

There is no need to specifically explain how the dramas you staged, the lies you told, the mistakes you committed, and the corruption and loot that took place during 2014–19 in relation to the Polavaram project turned into a curse for the State. Because of the mistakes you committed without foresight, proper planning, prioritisation or a systematic approach, our government had to struggle immensely during its five-year tenure to rectify them. You left the project in disarray by carrying out the spillway and cofferdam works only partially. Ultimately, without completing the spillway works and without diverting the river flow, you went ahead with the diaphragm wall, which forms part of the foundation works of the main dam. Because of your mistakes and mismanagement, not only was the project delayed, but during the floods, the water could not be diverted through the spillway as it was only partially completed. Due to the partially constructed upstream cofferdam, water entered through the gaps and damaged the foundations beneath the main dam, including the diaphragm wall.

While rectifying all these issues, we first completed the approach channel, spill channel, spillway works and cofferdams, and thereafter took up, one by one, the most complex works of the main dam project in a systematic and planned manner. One would expect that at least now you would proceed properly, but even that is not happening. You are once again pushing the project into a whirlpool of uncertainty.

Most importantly, Chandrababu garu, clarify the issue of Polavaram’s height. While the FRL of Polavaram is 45.72 metres, water storage is being restricted to only 41.15 metres. The Centre says it will provide funds only up to the 41.15-metre level. Then how will the project be completed to its full extent? How will water be stored to its full capacity? When will the package be paid to the displaced families? What is your answer to these questions, Chandrababu garu?

On the other hand, you are speaking as though you have done a great service to North Andhra. Will North Andhra benefit merely from the water coming through the Purushothapatnam pumps? What about the Uttarandhra Sujala Sravanthi scheme? YSR garu had accorded administrative sanction of Rs. 7,214.10 crore for this scheme as early as 2009. During our government, taking into account revised prices, land acquisition and construction costs, we revised the estimates to Rs. 17,050.20 crore in 2022 and accorded administrative sanction. We took the crucial Package-1 and Package-2 works up to the tender and agreement stages. Special units were also established for land acquisition. Then why has your government ignored Uttarandhra Sujala Sravanthi after coming to power? Is your love for North Andhra confined only to speeches?

Chandrababu garu, stop the dramas over Polavaram. Focus on the works. Complete Polavaram at its stipulated height of 45.72 metres instead of restricting it to 41.15 metres. This will make full-scale storage possible, thereby enabling water to be stored to the full capacity and supplied through both the Right and Left Main Canals entirely by gravity. Then, without any dependence on the Purushothapatnam and Pushkara lift schemes, abundant water can be supplied by gravity through both the Polavaram Left Main Canal and the Right Main Canal. Instead of doing this, why all these dramas?

సాగునీటి ప్రాజెక్టుల విషయంలో మీరు వరుసగా చేస్తున్న పబ్లిసిటీ ఈవెంట్లన్నీ ప్రజలను మభ్యపెట్టడానికే కదా? మొన్న వెలిగొండ… ఇవాళ పోలవరం ఎడమ కాలువ… ఇంకోరోజు ఇంకోటి. మీరు మొదలుపెట్టని, మీరు పూర్తిచేయని ప్రాజెక్టులకు మీ పేరు చెప్పుకోవడం, మీ అనుకూల మీడియాతో వాటి సృష్టికర్తలు మీరు అన్నట్టుగా భజన చేయించుకోవడం మీకు అలవాటే. ఒకవేళ అరకొర పనులు చేసినా, అవి కూడా అంచనాలు పెంచేసి దోచేయడానికే. ఏ సాగునీటి ప్రాజెక్టును తీసుకున్నా మీ మోడస్‌ ఆపరెండీ, మీ ధోరణి, మీ నైజం ఇదే.

పురుషోత్తపట్నం పంపుల ద్వారా విడుదల చేస్తామంటున్నది 3,500 క్యూసెక్కుల నీళ్లు, ఈ ప్రాజెక్ట్‌, ఈ పంపులు కొత్తవికాదు కదా? ఇప్పటికే ఉన్నవే కదా? మరెందుకు ఈ డ్రామా? అసలు పోలవరం ఎడమ కాలువకు సంబంధించిన ప్రధాన పనుల్లో 79% పనులు వైయస్సార్‌గారి హయాంలోనే పూర్తైతే, ఇప్పుడు ఆ పనులన్నింటి మీద నిలబడి “అంతా నేనే చేశా” అని చెప్పుకోవడం చంద్రబాబుగారూ మీకే చెల్లింది!

పోలవరం ప్రాజెక్టు విషయంలో 2014–19 మధ్య మీరు చేసిన డ్రామాలు, చెప్పిన అబద్ధాలు, చేసిన తప్పిదాలు, అవినీతి, దోపిడీ… ఇవన్నీ రాష్ట్రానికి శాపంలా మారాయన్నది ప్రత్యేకంగా చెప్పాల్సిన పనిలేదు. ముందుచూపు, సరైన ప్రణాళిక, ప్రాధాన్యతలు పాటించకుండా, పద్ధతీపాడూ లేకుండా మీరు తప్పులు చేస్తే, ఆ చేసిన తప్పులను సరిదిద్దడానికి మా ఐదేళ్ల పాలనలో అష్టకష్టాలు పడాల్సి వచ్చింది. స్పిల్‌వే, కాఫర్‌ డ్యాం పనులను అరకొరగా చేసి ప్రాజెక్టును చెల్లాచెదురు చేశారు. చివరకు స్పిల్‌వేకు పనులు పూర్తికాకుండానే, నదీ ప్రవాహాన్ని డైవర్ట్‌ చేయకుండానే, మెయిన్‌డ్యాం పునాది పనుల్లో భాగమైన డయాఫ్రంవాల్‌ చేపట్టారు. మీరు చేసిన తప్పుల వల్ల, మీ నిర్వాకాల వల్ల ప్రాజెక్టు ఆలస్యం కావడం ఒక్కటే కాకుండా, వరదల వల్ల వచ్చిన నీరు, అప్పటికి పాక్షికంగా చేసిన స్పిల్‌వే ద్వారా డైవర్ట్‌ కాక, ఎగున అరకొరగా చేసిన కాఫర్‌ డ్యాంవల్ల, ఆ గ్యాప్‌ల ద్వారా నీరు చొచ్చుకుని వచ్చి, మెయిన్ డ్యాం కింద పునాదులు, అంటే డయాఫ్రంవాల్‌ కొట్టుకుపోయి నష్టంకూడా జరిగింది.

వీటన్నింటినీ సరిదిద్దుతూ ముందుగా అప్రోచ్‌ ఛానల్‌, స్పిల్‌ ఛానల్‌, స్పిల్‌వే పనులు, కాఫర్‌ డ్యాంలను పూర్తిచేసి, ఆ తర్వాత మెయిన్‌ డ్యాం ప్రాజెక్టులో అత్యంత సంక్లిష్టమైన పనులను ఒక్కొక్కటిగా ముందుకు తీసుకెళ్లాం, ప్రణాళికా బద్ధంగా. పోనీ ఇప్పుడైనా సవ్యంగా చేస్తున్నారంటే అదీ లేదు. ప్రాజెక్టును మళ్లీ సుడిగుండంలోకి నెడుతున్నారు.

అన్నింటికంటే ముఖ్యంగా పోలవరం ఎత్తు సంగతి తేల్చండి చంద్రబాబుగారూ. పోలవరం FRL 45.72 మీటర్లు అయితే, నీటినిల్వను 41.15 మీటర్లకే పరిమితం చేస్తున్నారు. తాము 41.15 మీటర్ల వరకే నిధులిస్తామని కేంద్రం చెబుతోంది. మరి పూర్తి స్థాయి ప్రాజెక్టు ఎలా పూర్తవుతుంది? పూర్తి సామర్థ్యంతో నీటిని ఎలా నిల్వ చేస్తారు? నిర్వాసితులకు ప్యాకేజీ ఎప్పుడు చెల్లిస్తారు? ఈ ప్రశ్నలకు మీ సమాధానం ఏమిటి చంద్రబాబుగారూ?

మరోవైపు ఉత్తరాంధ్రకు గొప్ప మేలు చేసినట్టుగా మాట్లాడుతున్నారు. పురుషోత్తపట్నం పంపుల నుంచి వచ్చే నీళ్లతోనే ఉత్తరాంధ్రకు మేలు జరిగిపోతుందా? ఉత్తరాంధ్ర సుజల స్రవంతి సంగతేంటి? ఈ స్కీంకు వైయస్సార్‌ గారు 2009లోనే రూ.7,214.10 కోట్ల పరిపాలనా అనుమతి ఇస్తే, మా ప్రభుత్వంలో మారిన ధరలు, భూసేకరణ, నిర్మాణ వ్యయాలను పరిగణనలోకి తీసుకుని 2022లో రూ.17,050.20 కోట్లకు అంచనాలను సవరించి పరిపాలనాపరమైన అనుమతి ఇచ్చాం. కీలకమైన Package-1, Package-2 పనులను టెండర్లు, అగ్రిమెంట్ల దశ వరకు తీసుకెళ్లాం. భూసేకరణకు ప్రత్యేక యూనిట్లు కూడా ఏర్పాటు చేశాం. మరి మీ ప్రభుత్వం వచ్చాక ఉత్తరాంధ్ర సుజల స్రవంతిని ఎందుకు పట్టించుకోవడం లేదు? ఉత్తరాంధ్ర మీద ప్రేమ ప్రసంగాల్లోనేనా?

చంద్రబాబుగారూ… పోలవరం విషయంలో డ్రామాలు మానండి. పనులపై దృష్టిపెట్టండి. 41.15 మీటర్లు కాకుండా, 45.72 మీటర్ల నిర్దేశిత ఎత్తులో పోలవరాన్ని పూర్తిచేయండి. దీనివల్ల పూర్తిస్థాయి స్టోరేజీ సాధ్యపడుతుంది, తద్వారా పూర్తిస్థాయిలో నీటిని నిల్వచేయడంతోపాటు, పూర్తి గ్రావిటీతో కుడి, ఎడమ కాలువల ద్వారా నీళ్లు అందించగలుగుతాం. అప్పుడు పురుషోత్తపట్నం, పుష్కర ఎత్తిపోతలతో సంబంధం లేకుండానే గ్రావిటీతోనే పోలవరం ఎడమకాల్వతోపాటు, కుడికాల్వకు నీళ్లు పుష్కలంగా పంపగలం. మరి ఇదిచేయకుండా ఇన్ని డ్రామాలు ఎందుకు?
