The passing of 10-month-old Alin Sherin Abraham in a road accident at Kottayam has deeply saddened us all. In the midst of unimaginable pain, her parents, Arun Abraham and Sherin Ann John, chose to donate her organs. By becoming Kerala’s youngest organ donor, little Alin has granted a new lease of life to five others, a monumental act of compassion that reflects the true spirit of Kerala.
I extend my deepest condolences to the family. I also salute the dedicated health professionals, police and support teams whose swift coordination made the transplants possible. We will bid farewell to Alin Sherin Abraham with official honours.

வெளிநாட்டில் மருத்துவம் பயின்ற தமிழ் மாணவர்களுக்கு உரிய அளவில் பயிற்சி மருத்துவ இடங்களை ஒதுக்காததோடு , தகுதி சான்றிதழ் வழங்குவதில் கால தாமதத்தை ஏற்படுத்தும் ஒன்றிய மாநில அரசுகளின் செயல் வன்மையான கண்டனதுக்குரியது.
இந்தியாவில் மருத்துவம் பயில கட்டாய நீட் தேர்வு அறிமுகப்படுத்தப்பட்ட பிறகு, தமிழ்நாட்டிலிருந்து பிலிப்பைன்ஸ், ரஷ்யா, கிர்கிஸ்தான், சீனா, உக்ரைன், ஆர்மீனியா, ஜோர்ஜியா, உஸ்பெகிஸ்தான், மொரிஷியஸ், சிங்கப்பூர், மலேசியா போன்ற நாடுகளுக்கு மருத்துவம் படிக்கச் செல்லும் மாணவர்களின் எண்ணிக்கை வெகுவாக அதிகரித்து வருகின்றது. ஆனால், வெளிநாட்டில் மருத்துவம் முடித்த தமிழ்நாட்டு பட்டதாரிகள் (Foreign Medical Graduate FMG) ஒவ்வொரு ஆண்டும் ஒன்றிய அரசு நடத்தும் தகுதித் தேர்வில் வெற்றி பெற்றபோதும் பல்வேறு இன்னல்களை தற்போது சந்திந்து வருவது மிகுந்த மனவேதனை அளிக்கிறது.
கடந்த 2015 ஆம் ஆண்டு முதல் வெளிநாட்டில் மருத்துவம் பயின்ற அனைவரும் இந்தியாவில் ஒரு வருட கட்டாய மருத்துவ பயிற்சி முடித்த பிறகே, தமிழ்நாடு மருத்துவக் கவுன்சிலில் (TNMC) நிரந்தர பதிவு வழங்கும் நிலை உருவாக்கப்பட்டது. இந்திய மருத்துவ ஆணையத்தின் முடிவின்படி ஒரு வருட கட்டாய மருத்துவ பயிற்சி மேற்கொள்ள வெளிநாட்டு மருத்துவ பட்டதாரிகளுக்கு, அரசு மருத்துவக்கல்லூரி மருத்துவமனைகளில் மொத்தமுள்ள பயிற்சி மருத்துவ இடங்களில் 7.5% இடஒதுக்கீடு இடங்கள் ஒதுக்கீடு செய்யப்படுகிறது. வெளிநாட்டில் மருத்துவம் பயின்ற மாணவர்கள், இந்திய ஒன்றிய அரசு நடத்தும் தகுதி தேர்வில் தேர்ச்சி பெற்ற பிறகு, தமிழ்நாடு மருத்துவக் கழகத்தில் தற்காலிகத் தகுதிச் சான்றிதழ் (Provisional Eligibilty Certificate - PEC) பெற வேண்டும். பிறகு தமிழ்நாடு டாக்டர் எம்.ஜி.ஆர். மருத்துவப் பல்கலைக்கழகத்தில் தடையின்மை சான்றிதழ் (No Objection Certificate - NOC) பெற்று, மருத்துவக் கல்வி இயக்குநரகத்தால் மருத்துவக் கல்லூரியில், ஓராண்டு மருத்துவப் பயிற்சி செய்யவேண்டிய சேர்வதற்கான ஆணையைப் பெற வேண்டும். பிறகு தமிழ்நாடு மருத்துவக் கழகத்தில் தற்காலிக பதிவுச் சான்றிதழ் (Provisional Registration Certificate -PRC) செய்த பிறகே கட்டாய மருத்துவப் பயிற்சியைத் (CRMI) தொடங்கிட இயலும்.
கடந்த 2020-ஆம் ஆண்டு வரை இந்த தற்காலிகத் தகுதிச் சான்றிதழ் விண்ணப்பித்தல் முதல் தற்காலிக பதிவு பெறுதல் வரையிலான நடைமுறைகளுக்கு இரண்டு மாதகாலம் ஆனது. அதன்பின், ஓராண்டு கட்டாய மருத்துவ பயிற்சியை முடித்து, மருத்துவ கழகத்தில் நிரந்தர பதிவு (Permanent Registration PR) செய்த பின்னரே மருத்துவராக தொழில் புரிய முடியும். இந்த நடைமுறைகள் காரணமாக, இந்தியாவில் மருத்துவம் பயிலும் மாணவர்களைவிட, வெளிநாட்டில் மருத்துவம் பயிலும் மாணவர்களுக்கு மருத்துவராக தொழில் தொடங்க ஓரிரு ஆண்டுகள் கூடுதலாக கால தாமதம் ஆகின்றது. அதனை மேலும் தாமதிக்கும் விதமாக, கடந்த 2020-ஆம் ஆண்டு வரை தற்காலிகத் தகுதிச் சான்றிதழ் விண்ணப்பித்தல் முதல் தற்காலிக பதிவு பெறுவது வரை இரண்டு மாதத்தில் முடிந்த நிலையில், தற்போது இது ஓராண்டுக்கும் மேலாக திட்டமிட்டு வேண்டுமென்றே தாமதிக்கப்படுகிறது. இக்காலதாமதம் காரணமாக வெளிநாட்டில் மருத்துவம் பயின்று வந்த தமிழ்நாட்டு மாணவர்கள் மிகுந்த மனஅழுத்தம் மற்றும் பொருளாதார நெருக்கடிகளையும் அடைந்துள்ளனர்.
ஆகவே, இந்திய ஒன்றிய மருத்துவ ஆணையமும், தமிழ்நாடு மருத்துவ கழகமும்,
1) மருத்துவக் கல்லூரிகளில் உள்ள மொத்த பயிற்சி மருத்துவர் இடங்களில் 20 விழுக்காடு அளவிற்கான இடங்களை வெளிநாட்டில் மருத்துவம் பயின்ற மருத்துவப் பட்டதாரிகளுக்கு வழங்கிட வேண்டும்.
2) மாவட்ட அரசு மருத்துவமனைகளிலும், வெளிநாட்டில் மருத்துவம் பயின்ற மருத்துவப் பட்டதாரிகளுக்கு பயிற்சி மருத்துவராக பயிற்சி பெற அனுமதி வழங்கிட வேண்டும்.
3) தமிழ்நாடு அரசின் 11 புதிய மருத்துவக் கல்லூரிகளில், வெளிநாட்டில் மருத்துவம் பயின்ற பட்டதாரிகள் பயிற்சி மருத்துவம் பெற விதிக்கப்பட்டுள்ள தடையை நீக்கி, மீண்டும் பயிற்சி மருத்துவம் செய்ய உரிய அனுமதி வழங்கிட வேண்டும்.
4) வெளிநாட்டில் மருத்துவம் பயின்றவர்களுக்கு (FMG) தற்காலிக தகுதிச் சான்றிதழ் (Provisional Eligibility certificate - PEC) வழங்குவதில் தமிழ்நாடு மருத்துவக் கழகம் தேவையற்ற காலதாமதம் செய்வதை கைவிட வேண்டும்.
5) மற்ற மாநிலங்களில் இல்லாத வகையில், இந்திய மருத்துவ ஆணைய விதிகளுக்கு எதிராக, தமிழ்நாட்டில் மட்டும் வெளிநாட்டில் மருத்துவம் பயின்றவர்களில் பலருக்கு, 2 அல்லது 3 ஆண்டுகள் மருத்துவராக பயிற்சி பெற வேண்டும் என தமிழ்நாடு மருத்துவ கழக உத்தரவை உடனடியாக கைவிட வேண்டும்.
6) பயிற்சி மருத்துவர்களாக பயிற்சி பெறும், வெளிநாட்டு மருத்துவப் பட்டதாரிகளுக்கும் விடுதி வசதி மற்றும் உதவி மையங்களை உருவாக்கிட வேண்டும்.
உள்ளிட்ட வெளிநாட்டில் மருத்துவப் பட்டம் பெற்ற தமிழ்நாட்டு மாணவர்களின் நியாயமான கோரிக்கைகளை நிறைவேற்றிட இந்திய ஒன்றிய அரசும் மற்றும் தமிழ்நாடு அரசும் உரிய நடவடிக்கை எடுத்திட வேண்டுமென வலியுறுத்துகிறேன்.

On 16.12.2025, I submitted a letter to the Hon’ble Union Health Minister Thiru @JPNadda , highlighting the acute shortage of Compulsory Rotating Medical Internship (CRMI) seats for Foreign Medical Graduates in Tamil Nadu.
Qualified young doctors should not be denied their right to complete training due to administrative bottlenecks.
I have urged urgent intervention to expand CRMI capacity, implement existing National Medical Commission provisions, and ensure that these graduates can serve our public health system with dignity and certainty.
Tamil Nadu must not lose trained medical professionals to avoidable delays.

.@NMC_BHARAT kindly frame a clear timeline for state medical councils to start internships for FMGs which should be within 3 months after passing FMGE. Many state councils are taking months to even a year just to begin the internship. #TAMILNADU and #KERALA are prime examples. This unnecessary delay is wasting the valuable time of aspiring doctors, even after they have successfully cleared the FMGE. Moreover, in most states, FMGs are not even paid a stipend during internship.
What is @NMC_BHARAT doing about this? Instead of strengthening the country’s healthcare system, the NMC is adding to the anxiety and time loss of young doctors. We FMGs who cleared Jan 2025 exams are still awaiting internship allocation. We humbly request @mkstalin@CMOTamilnadu@Subramanian_ma to kindly consider increasing seats from 7.5% to 20% or allowing placements in non-teaching hospitals so our training isn’t delayed. @TNDPHPM
Foreign Medical Graduates (FMGs) encounter significant career roadblocks due to delays in starting mandatory internships in India. States like Tamil Nadu, Kerala, Uttar Pradesh, Bihar, Rajasthan,Maharashtra..etc often take 4-5 months after result declaration to allocate internship seats, stalling professional growth. These delays exacerbate financial and mental burdens.
A streamlined process, with internships starting within 2 months of releasing scorecard, would mitigate these issues, enabling FMGs to contribute to India’s healthcare system sooner.
The National Medical Commission (@NMC_BHARAT ) can enforce uniform timelines, standardize documentation, and coordinate with state medical councils to eliminate bureaucratic bottlenecks.
This reform would reduce stress, enhance career momentum, and address workforce shortages.
