If the person on the left was on their own (they're the only one in the position that a pedestrian is likely to be) it would be a lot closer to 100m before you're deciding are they a pole or a person. A torch will be obvious long before that

In your pics above, at 250ft (76metres) you can just about make out something reflective, you have 3 seconds at 80kph to decide is that a reflective post or a person.
