You can definitely build a non xl team but you will have to work very hard to climb with it where with xl it makes it much easier. I've hit legend every season.

All the rest lack the bulk required to make it. Ultra league also almost always requires xl's to be competitive. You can make a non xl team but good luck with that.

Pokémon go is one game name a specific game that in itself has taken away features from its user base. You tried but failed.
