आज काही लोक सांगत फिरत आहेत की, "इतका पाऊस कधीच
पडला नव्हता", "सगळं पावसामुळे झालं." ठीक आहे, पाऊस जास्त
पडला असेल, ही वस्तुस्थिती असू शकते. पण मग एक प्रश्न
विचारायलाच हवा.

जेव्हा आधीच्या सरकारच्या काळात अतिवृष्टी व्हायची, पूर यायचे, रस्ते
तुंबायचे, नागरिकांचे हाल व्हायचे, तेव्हा याच लोकांचं म्हणणं काय
होतं? तेव्हा सगळी जबाबदारी सरकारची होती. प्रशासन अपयशी
आहे, नियोजन नाही, भ्रष्टाचार झाला, व्यवस्था कोलमडली—अशी
टीका करण्यात कोणालाच संकोच वाटत नव्हता.

पण आज परिस्थिती बदलली आहे. आता मात्र प्रत्येक समस्येचं एकच
कारण सांगितलं जातं—"पाऊस." मग सरकारची जबाबदारी नेमकी
कधी असते? फक्त विरोधात असताना का? सत्तेत आल्यानंतर ती संपते
का?

अतिवृष्टी ही नैसर्गिक घटना असू शकते. पण तिचा परिणाम किती
गंभीर होईल हे शहर नियोजन, जलनिस्सारण व्यवस्था, नाल्यांची
साफसफाई, रस्त्यांची गुणवत्ता, आपत्ती व्यवस्थापन आणि प्रशासनाच्या
तयारीवर अवलंबून असतं. ही जबाबदारी कोणाची आहे, याचं उत्तर
"फक्त पाऊस" असू शकत नाही.

लोकशाहीमध्ये सरकारचं कौतुक करायचं असेल तर टीकाही
स्वीकारावी लागते. एकाच घटनेला सत्तेनुसार वेगवेगळे निकष लावणं
म्हणजे तत्त्वांशी नव्हे तर पक्षाशी निष्ठा दाखवणं. अशी दुटप्पी भूमिका
लोकांना स्पष्टपणे दिसते.

म्हणून एकच मागणी आहे—निकष सारखे ठेवा. आधीच्या सरकारला
ज्या मापदंडावर मोजलं, त्याच मापदंडावर आताच्या सरकारलाही
मोजा. सरकार कोणाचंही असो, जनतेच्या सुरक्षिततेची, पायाभूत
सुविधांची आणि प्रशासनाच्या कार्यक्षमतेची जबाबदारी सरकारचीच
असते. पाऊस कारण असू शकतो; पण प्रत्येक वेळी तोच सबब असू
शकत नाही.

सत्तेनुसार भूमिका बदलणं सोपं असतं, पण तत्त्वांवर ठाम राहणं
महत्त्वाचं असतं. नागरिक म्हणून आपला प्रश्न पक्षाला नाही, तर
जबाबदारीला आहे.

We have been staying in Seattle, Washington, for the past two months. My wife was suffering from a severe respiratory issue when we left India. After using those medicines from India,here in the US, she had almost recovered.
However, as our supply ran out, So, I asked my daughter to schedule an appointment with a pulmonologist (respiratory specialist) in Seattle.

It took us 12 days to obtain medicines here that are readily available at any pharmacy in India. A week later, we received a bill of $283 (approximately ₹23,000) for the doctor's consultation fee.
