Absolutely! The issue of real or perceived lack of development or differential development, or other grievances etc - all can be addressed and must be addressed in an objective manner without communalising the issue. Rather than objectively looking at the institutional, topographical, demographic, nature of neo-patrimonial political-economy etc, the retort that Meiteis have or 'valley' or 'Imphal' has usurped etc is nothing but a rhetorical device of communal and sectarian politics that seeks to undermine society and polity of the state of Manipur.

I have lobbied, unsuccessfully though, with successive govts in the state to institute a high level committee on the line of Sachar Committee to look into (a) the present states of socio-economic and educational status as well their representations in various institutions, especially of those implicated in decision making process, such as bureaucracy and cabinet, of various communities in the state, and (b) the nature, and ways to overcome, any differential development in various regions in the state.

Has any 'tribal' intellectual or activist or politician voiced such demand or made an effort towards such substantive action?

In fact, one of the CM did announce the intent to constitute such a committee. But he did not put that into action, reportedly, I was told (I am not sure of its veracity), because some ST ministers didn't favour such a move.

All said and done, grievances must be addressed but no sectarian and communal harangue and violence must be incentivised!
