When Hon Minister @TateMavetera spoke about Govt being in negotiations with Google, Meta and other tech giants around the issue of monetisation for Zimbabwe based content creators, it sparked a lot of debate. Some felt there was no need for this conversation with Big Tech as one does not need national negotiations to monetize their individual accounts. This of course makes sense to some extend. Let me add my 2 cents to the discussion;
The core issue is that while global monetization programs exist, their gates are often locked for creators based in specific countries (geolocked). The discussions between the Govt and tech companies are about obtaining the right keys to these geographical barriers. These barriers generally fall into three categories:
1. Platform-Specific Country Restrictions:
This is the most direct barrier. Companies like Google (for YouTube AdSense) and Meta (for Instagram Reels bonuses or Facebook in-stream ads) maintain an official list of supported countries. Being outside this list means their automated systems will simply block a creator from applying, regardless of their subscriber count or viewership. Zimbabwe has frequently not been on these lists. This has led to many Zimbabweans getting say someone in the UK or elsewhere to register their accounts for them and do the monetisation processes from there so that they can be accepted. The discussion aims to formally include Zimbabwe, changing the platform's own operational rules.
2. Payment Gateway Limitations:
Assume a creator qualifies. Most platforms use international payment systems like PayPal, Wise, or direct bank transfers in major currencies. If these gateways have limited functionality with Zimbabwean banks, or if the platform's payment processor does not support Zimbabwe, then financially settling with creators becomes impossible for the platform. The negotiation involves working with the platforms, financial regulators, and banks to establish a compliant and reliable payment pathway.
3. Verification Hurdles
To prevent fraud, platforms require identity and tax information verification. They often rely on third-party services or specific national databases to confirm a creator's name, address, and tax ID. If their verification systems cannot reliably confirm details for Zimbabwean residents, the application will fail automatically. Discussions focus on getting these verification systems to recognize and accept official Zimbabwean documents.
In short, the discussion is not about creating new programs, but removing the specific "country lock" on the existing ones. An individual creator cannot solve these systemic, policy-level issues. Only structured, government-level engagement can address the corporate policies, financial infrastructure, and verification protocols that currently act as the gatekeepers.
This is what the minister was talking about. It is talking about tackling the precise technical and bureaucratic obstacles that stand between Zimbabwean talent and the global digital economy. I hope this adds some value to the discussion.

I recently received an email titled “An 18-year-old’s dilemma: Too late to contribute to AI?” Its author, who gave me permission to share this, is preparing for college. He is worried that by the time he graduates, AI will be so good there’s no meaningful work left for him to do to contribute to humanity, and he will just live on Universal Basic Income (UBI). I wrote back to reassure him that there will still be plenty of work he can do for decades hence, and encouraged him to work hard and learn to build with AI. But this conversation struck me as an example of how harmful hype about AI is.
Yes, AI is amazingly intelligent, and I’m thrilled to be using it every day to build things I couldn’t have built a year ago. At the same time, AI is still incredibly dumb, and I would not trust a frontier LLM by itself to prioritize my calendar, carry out resumé screening, or choose what to order for lunch — tasks that businesses routinely ask junior personnel to do.
Yes, we can build AI software to do these tasks. For example, after a lot of customization work, one of my teams now has a decent AI resumé screening assistant. But the point is it took a lot of customization.
Even though LLMs can handle a much more general set of tasks than previous iterations of AI technology, compared to what humans can do, they are still highly specialized. They’re much better at working with text than other modalities, still require lots of custom engineering to get it the right context for a particular application, and we have few tools — and only inefficient ones — for getting our systems to learn from feedback and repeated exposure to a specific task (such as screening resumés for a particular role).
AI has stark limitations, and despite rapid improvements, it will remain limited compared to humans for a long time.
AI is amazing, but it has unfortunately been hyped up to be even more amazing than it is. A pernicious aspect of hype is that it often contains an element of truth, but not to the degree of the hype. This makes it difficult for nontechnical people to discern where the truth really is. Modern AI is a general purpose technology that is enabling many applications, but AI that can do any intellectual tasks that a human can (a popular definition for AGI) is still decades away or longer. This nuanced message that AI is general, but not that general, often is lost in the noise of today's media environment.
Similarly, the progress of frontier models is amazing! But not so amazing that they’ll be able to do everything under the sun without a lot of customization. I know VC investors who are scared to invest in application-layer startups because they are worried that frontier AI model companies will quickly wipe out all of these businesses by improving their models. While some thin wrappers around LLMs no doubt will be replaced, there also remains a huge set of valuable applications that the current trajectory of progress of frontier models won’t displace for a long time.
Without accurate information about the current state of AI and how it is likely to progress, some young people will decide not to enter AI because think think AGI leaves them no meaningful role, or decide not to learn how to code because they fear AI will automate it — right when it is the best time ever to join our field.

Judges And Scrutineer
The 3 judges and 1 Scrutineer will be announced soon. Each judge shall pick and rate the best three designs. Each judge’s choices shall be put to the vote here on X. The top three designs will be chosen by vote count. The Scrutineer will count the votes. The design with the most votes shall be the winner. TN CyberTech Bank shall have the right to choose any of the three as its logo, or to reject all of them and commence another process. Notwithstanding the choice made by TN Cybertech Bank, the designer of the best logo shall be paid US$5,000.00 (Five Thousand), and the other two shall be paid US$500.00 each. The designers of the top three logos shall, upon receipt of the payments offered, sell, alienate, dispose of, cede, and assign to TN Cybertech Bank and TN CyberTech Investments Holdings all their rights, tittle and interests in the designs. The successful designs shall be presented by the designers to our Graphic Designers, Next Page and Next Page shall communicate the design format in which the designs will be delivered.
For purposes of transparency, the judges and Scrutineers shall each be paid US$500.00 for their services.

We also have a Google VC, James Manyika, who was highlighted by the honourable when he highlighted that the greatest asset we have as Zimbabwean. This is just one of many talented Zimbabweans in the Diaspora and locally who can make a huge impact.
Google has been working for the past decades on the foundation of the internet, the Google Equiano cable linking Africa to Europe. This cable has a massive capacity of 144 Tbps, of which Liquid Telecoms has a fibre pair on this cable.
This cable then connects to Johannesburg Teraco, where our local ISPs peer for FREE via the NAPAfrica IXP.
Google further went on to invest on the Google Umoja cable, which crosses Zimbabwe with massive capacity and has been live for more than a year now. We have one of our top ISPs with a Download capacity of 620 Mbps, yet they can connect to this cable.
Google makes sure it has massive bandwidth and multiple redundant network routes when it sets up its Hubs. This will also be good for linking Zimbabwe to the Diaspora network.
Google has a 10% stack in SpaceX, and they work closely with Starlink, especially for their Starlink POPs. Harare has gone for more than a year with no capacity. The establishment of Ground Stations and PoP will help not just Zimbabwe but the Region with increased capacity and speeds
