The other arm comes down because that's just a natural movement and CC had her face in the way. It would be weird for her to keep it up for no reason.

@Civility2022 Boston shouldn't play this close behind half court. Let her run it up then play close, otherwise you risk an unavoidable call like this. Once they're on their side you can double her and force a turnover. Indecental contact only matters for the type of foul, not whether a foul.
@Civility2022 I watch NBA a lot and I do agree small fouls in a close game in final seconds should be ignored, but I wouldn't consider this a small foul. She literally fell to the floor bc the contact. It couldn't be a walk bc she was dribbling and didn't take more than 2 steps bt dribbles.
