1. SC/ST में क्रीमी लेयर लागू हो: संपन्न परिवारों को आरक्षण के दायरे से बाहर किया जाए, ताकि इसका पहला हक पहली पीढ़ी के ज़रूरतमंदों को मिले।

2. उप-वर्गीकरण (Sub-Categorization): आरक्षित वर्गों के भीतर उप-कोटा बने, ताकि सबसे पिछड़ी उप-जातियों तक अवसर पहुँच सकें।

3. एक पीढ़ी का नियम: परिवार में आरक्षण का लाभ केवल एक पीढ़ी तक सीमित हो, जिससे यह एक स्थाई विशेषाधिकार बनने के बजाय सामाजिक प्रगति की सीढ़ी बने।

4. समग्र वंचना सूचकांक (Deprivation Index): केवल जाति ही नहीं, बल्कि पारिवारिक आय, स्कूल की स्थिति और ग्रामीण/शहरी पृष्ठभूमि को आधार बनाया जाए ताकि सामान्य वर्ग के गरीब बच्चों को भी मदद मिले।

5. बुनियादी क्षमता का निर्माण: कट-ऑफ कम करने के बजाय शुरुआती स्तर पर ही मुफ्त गुणवत्तापूर्ण शिक्षा और कोचिंग मिले, ताकि हर बच्चा योग्यता (Merit) के आधार पर मुकाबला कर सके।

Every year the same grim arithmetic returns: lives lost, livelihoods washed away, hundreds of thousands displaced. More than a hundred dead already this season, over a lakh still struggling. The headlines appear, we register them for a fleeting second, feel a momentary pang, and move on. Officials already fundraising for next year’s aerial survey while people still cling to rooftops in this year’s flood. Temporary relief funds have become the permanent policy. Decades of them. Leaflets of compassion distributed after the damage is done.

What is truly frustrating is not merely the flooding—rivers in this region have always been restless—but our collective habituation to it. We have normalised the abnormal. The rest of India has grown so accustomed to Assam’s annual submergence that the human stories beneath the waterline barely register. A family that rebuilds its home only to watch it dissolve again. A child whose school year is measured in months of displacement. Farmers who plant with the knowledge that the harvest may never come. These are not statistics; they are lives repeatedly interrupted, yet they remain footnotes to the national consciousness.

The deeper tragedy lies in the absence of resolve for permanent solutions. Embankments that crack under pressure, silted riverbeds left unmanaged, upstream deforestation unchecked, climate patterns intensifying the monsoon’s fury—all treated as inevitable rather than addressable. Relief is necessary, of course. But when relief becomes the only response, year after year, it ceases to be compassion and becomes ritualised indifference. Funds arrive, surveys are flown, camps are set up, and the cycle resets—ready for the next monsoon’s aerial spectacle.

Until we demand more than temporary leaves of money—until we insist on lasting engineering, ecological restoration, and political will that treats Assam’s floods as a national priority rather than a seasonal spectacle—the pattern will continue. The water will rise. The headlines will appear. And most of us will look away after one second, already conditioned to believe that this is simply how things are.

It does not have to be.
