Peter Thiel in his lectures talks about how the railroads were an amazing public good, but because there was no monopoly, the railroad building companies kept competing until they tore each other apart, so could not extract the economic value, and they went bankrupt.
It was obvious from the beginning that that was AI.
The big AI companies are screaming doom and safety because they know they are the 21st century railroad companies and know the only way to avoid that fate is a monopoly from government regulation.

Venezuelans, for example, are a pretty pragmatic population. Their unique situation, where Marco Rubio is basically their Viceroy, allows them to be a testing ground for some form of corporatization and distributing of shares. Of course the ones responsible for keeping the local architecture afloat would get outsized equity, but this equity can be dispersed to all Venezuelans, creating a pull factor for Venezuelan emigration from the US.
Third world countries are set up to advantage a small elite, plantation-style. But the same weak judicial systems of third world countries paired with a Byzantine regulatory environment enables the functional elites and officials to profit in the same manner as extractive elites and officials profit (bribe taking, getting kickbacks for awarding government contracts). This is really an accounting matter that can be solved by enabling functional elites to profit in a manner that is hostile to the MO of extraction. Corporate governance has made great strides in this domain so is a pretty good model.
