There is an extremely serious problem brewing in the Puerto Rico bankruptcy (one of many) as municipalities are taxing construction projects paid for with federal funds #muniland. Federal law doesn't allow states & cities to tax federal recovery funds.
PR passed Act 215-2024 giving authority to the 78 municipalities to impose excise taxes at whatever rate they want on contractors who receive receive federal recovery funds.
The OBoard has written several stern letters to the mayors associations telling them not to implement Act 215-2024.
The mayors & OBoard have been going back & forth over this issue for a year and the last OBoard letter on June 1 told the mayors to respond by June 22.
"Pursuant to federal law, Act 215 (as well as Act 141) cannot be implemented until the Oversight Board concludes that the Acts do not violate PROMESA or any applicable fiscal plan and do not impair or defeat PROMESA’s purposes.
Accordingly, please confirm by June 22, 2026 that both the Puerto Rico Mayors Federation and the Puerto Rico Mayors Association instructed their members that neither Act 141 nor Act 215 may be implemented by any municipality unless and until the Oversight Board confirms such implementation would comply with the applicable fiscal plans and PROMESA.
The Oversight Board reserves the right to take the actions it considers necessary, consistent with PROMESA §§ 104(k), 108(a), and 204, including actions to nullify and/or prevent the
implementation and enforcement of the Acts."
The OBoard has successfully sued parts of the PR govt to strike down local laws several times & won. They need to do the same here.
Meanwhile a DC advocacy group has asked the Inspector Generals of @DHSgov, @HUDgov & @ENERGY to look into this taxation (see letter below).
PR received more recovery money than any political subdivision of the United States following the hurricanes etc. Most of those funds have not been spent. Playing around with illegal taxation of federal funds is probably the least sensical thing PR could do.
Members of the OBoard are probably dealing with President Trump's dismissal process following recent US Supreme Court rulings but this is an issue they need to get ahead of.

Homeschoolers, like the winner of the Presidential 1776 Award, have demonstrated their ability to succeed at the highest level time and time again.
The proven value of homeschooling should never be dismissed as “trickle-down stupidity.”
The only thing that is stupid is your ignorance.
End mandatory fortification of white flour with folic acid. We call on the Government to stop fortification of flour with folic acid. Folic acid is a medicine not a food. It’s unethical to medicate an entire population without their knowledge or consent.

Folic Acid which is now in white flour and our food. A https://t.co/davmGM7JGl Folic acid is contraindicated or carefully avoided in cancer patients because it fuels rapid tumor growth and directly counteracts the mechanisms of many common chemotherapy drugs
After heart surgery, the parents of a 13-year-old girl were told that their daughter was dying, and that they should start making end-of-life decisions, including donating her organs.
Upon transferring their daughter to another hospital however, they were told that doctors at Oregon Health and Science University had installed her new heart valve upside down.
“Doctors at Seattle Children's removed the inverted valve and replaced it with a different one, properly positioned. Her heart promptly began to function correctly. She was successfully taken off cardiac bypass and no longer required ECMO.
Her condition continued to stabilize over the following days in Seattle Children's ICU. After more than a month in critical condition, she was able to return home with her parents.”
Sorry for the silence. Many hours of hard chasing. Many hours of picking a location & then immediately changing my mind. Many hours of neurotic driving up & down the west coast of #Jamaica in the darkness, in the rain, hating the whole mission.
But I finally settled on a spot, near where I think #Hurricane #MELISSA's center may cross the coast. The quest for my meteorolgical golden fleece (quality data from MELISSA's eye) brought me to this corner of the earth—this ornate old guest house, on a desolate stretch of highway, on a hill, with cows grazing next to it.
The owner spoke only Patois, but we managed to agree on a price and I paid cash. The room is very simple, very basic— but very clean, and with thick concrete walls. And I'm in heaven—like I couldn't have found a more lovely hotel room anywhere on the planet—because it is perfect for the mission.
The instruments are all deployed. Outside the wind starts to howl in the darkness. And I sit quietly and wait.
Imelda hasn't formed yet we are just watching 94L trying to form.... but IF it goes thru the Mona Passage there's a long list from 1700s to 2000s of hurricane history in the region... this is just a start ..it's not perfect but it's a very good place to start...........
"Hurricanes that travel over or near the Mona Passage include:
The Great Hurricane of 1780: The deadliest Atlantic hurricane on record, this storm brought immense destruction to the Caribbean before moving through the Mona Passage between October 14–15. It caused great damage to Puerto Rico and Hispaniola, killing thousands.
Hurricane San Felipe I (1876): This cyclone weakened as it crossed the Mona Passage and struck Hispaniola's eastern tip before regaining strength and moving northward.
Hurricane Hortense (1996): Hortense made landfall in Puerto Rico before emerging into the Mona Passage. It later brushed the eastern tip of the Dominican Republic, where it produced hurricane-force winds and heavy rainfall.
Hurricane Lenny (1999): Unusually tracking from west to east, this hurricane underwent rapid deepening about 165 miles south of the Mona Passage, reaching Category 4 strength before affecting the northeastern Caribbean.
Hurricane Fiona (2022): This storm emerged over the Mona Passage after causing devastation in Puerto Rico. It strengthened further before making landfall in the Dominican Republic.
Topography of surrounding islands can weaken hurricanes
A hurricane's path through the Mona Passage is critical to its development. The mountainous terrain of both Hispaniola and Puerto Rico can disrupt a storm's structure and circulation, causing it to weaken.
If a hurricane's core passes directly over the mountains of Hispaniola, its structure can be severely disrupted.
Conversely, if a storm passes through the passage with its core intact, it can regain strength over the open water.
For example, weather forecasts for Hurricane Dorian in 2019 noted that its path through the Mona Passage was a critical factor in determining its strength and impact as it continued toward Florida."
