This report records the Supreme Court’s judgment in the case brought by Ambassador C.B. Muthamma after she was denied promotion to Grade I of the Indian Foreign Service despite an outstanding record of service.
While the immediate issue before the Court was her non-promotion and seniority, the judgment went much further. The Court expressed deep concern over service rules that discriminated against women, observing that “the stain of sex discrimination” should be removed without waiting for further litigation.
Some of its words remain strikingly relevant even today. The Court spoke of the “disturbing thought” that prejudice against women could still pervade government service decades after Independence, and reminded the Government that equality of opportunity is a constitutional guarantee, not a concession.
I joined the Indian Foreign Service only a few years before this judgment. For women officers of my generation, it marked a turning point. We owed a debt of gratitude to C.B. Muthamma, whose determination to contest the injustice done to her helped transform the professional landscape for those who followed.
Progress in institutions rarely comes by accident. It comes because individuals of courage insist that merit, not prejudice, must determine opportunity. Ambassador Muthamma’s case stands as one of those defining moments when constitutional values prevailed over entrenched convention.
Nearly half a century later, this fragile newspaper clipping reminds us that lasting institutional reform often begins with one person refusing to accept unfairness in silence.

चौशिंगा and भेकर (barking deer) used to be seen commonly on #VetalTekdi before it got 'developed'. I have seen a भेकर here myself in 2006.
Meanwhile, according to our politicians and PMC, Vetal tekdi is neither a hill nor forest. As per the PMC affidavit in our legal case, the tekdi doesn't qualify as a forest because there are no monkeys or deer here.

In 1901, divers pulled a lump of corroded bronze out of a two thousand year old shipwreck. It took the next century to understand what it was, and the answer broke the timeline of human history.
It's called the Antikythera Mechanism, and it is the oldest known computer on earth.
It was built by the ancient Greeks, around 100 BC, and it should not exist. Nothing else of its sophistication would appear anywhere in the world for more than a thousand years after it...
It was found by sponge divers off the Greek island of Antikythera, in the wreck of a trading ship that had sunk in the first century BC, surrounded by bronze statues and pottery.
The corroded fragments looked like nothing at first, and sat largely ignored in a museum in Athens. Only over the following decades, and especially with modern X-ray and CT scanning in our own century, did researchers finally see inside it.
What they found was a machine. Behind its bronze face was a system of at least thirty interlocking precision gears, cut and arranged with a sophistication that would not be matched until the geared astronomical clocks of medieval Europe, well over a thousand years later.
It was, in the words of the team that studied it, a mechanical computer that worked by turning astronomical theory into bronze...
And it did extraordinary things. You turned a hand crank on the side, and the mechanism calculated the positions of the sun, the moon, and the five planets the Greeks knew. It tracked the phases of the moon. It predicted solar and lunar eclipses years in advance. It even displayed the four-year cycle of the ancient Olympic Games. A person standing in the ancient world could set this device to a date and watch the heavens be calculated in front of them, by gears, by hand.
Roughly a third of the original survives, in 82 corroded fragments. We still do not know who designed it, or how a civilization without anything resembling industrial machinery achieved this level of precision engineering. What is certain is that it was not a one-off accident. A device this refined implies a tradition behind it, generations of knowledge and earlier attempts that have been lost completely.
The Antikythera Mechanism is proof of how much the ancient world knew, and how much of what human beings have achieved has simply vanished without a trace, leaving us to stumble on a single piece of it at the bottom of the sea...

एक ग़रीब किसान परिवार, जिसके दादा-परदादा ने खेती की, पिता ने टेम्पो चलाया, और माँ भी पढ़ी-लिखी नहीं थीं; जिसके पूरे खानदान में दूर-दूर तक अपने राज्य से दूसरे राज्य जाना भी लगभग असंभव-सा रहा हो, उस परिवार के लिए उस परिवार की बेटी का दूसरे देश जाकर पढ़ना एक सुनहरे सपने जैसा ही है।
सावित्रीबाई और महात्मा फुले का आभार, जिन्होंने हम महिलाओं के लिए स्कूल खोले; वरना जड़ सामाजिक व्यवस्था शायद हमें घर के किचन से बाहर भी न निकलने देती। बाबा साहेब का आभार, जिन्होंने संविधान के माध्यम से समानता के अवसर सुनिश्चित किए। कर्पूरी जी, जगदेव बाबू, लालू जी,बी. पी. मंडल, वी. पी. सिंह और अर्जुन सिंह, राम मनोहर लोहिया सभी का आभार, जिन्होंने पिछड़ों के लिए विश्वविद्यालयों के रास्ते खोले। हर महानायक और महानायिका को मेरा प्रणाम, क्योंकि यदि वे न होते, तो शायद हर साल नई भाषा सीखना, नई संस्कृति को समझना , अलग अलग कोर्स करना या अपने शोध-कार्य को अकादमिक दुनिया के सामने प्रस्तुत करना संभव न हो पाता।
शिक्षा सिर्फ़ आपके लिए हज़ारों रास्ते नहीं खोलती, वह आपके और आपके पूरे समाज के लिए लाखों अवसर भी तैयार करती है। शिक्षा भेदभाव नहीं करती, इसलिए शिक्षित होना हर वंचित की पहली ज़िम्मेदारी है, क्योंकि यही शिक्षा से आप साबित करते हैं कि “मेरिट” खोखला है। समान अवसर सभी को मिले, तो हर इंसान बेहतर कर सकता है, बेहतर बन सकता है और दुनिया को कुछ बेहतर दे सकता है। शिक्षा आपके भीतर conscience का निर्माण करती है और obedience को ख़त्म करती है। इसलिए शिक्षा हमेशा से वर्चस्ववादी ताकतों के लिए ख़तरा रही है। शिक्षा के हथियार से ख़ुद को लैस करिए, हर प्रकार का वर्चस्व अपने आप धराशायी हो जाएगा।
बाबा साहेब के शब्दों में “शिक्षित बनें, संगठित रहें, संघर्ष करें।”

Their latest GDP per capita stands as follows:
Vietnam: $4,970

Sri Lanka: $4,670
India transitioned into a lower-middle-income country in 2009 and has remained in that category for nearly two decades. Our current national GDP per capita is approximately $2,800.
Meanwhile, Tamil Nadu has consistently focused on balancing economic growth with social welfare. By the end of this year, the state is projected to reach a GDP per capita of around $6,500- the highest among India’s large states.
As a state in India, Tamil Nadu has already surpassed the average income levels of these newly elevated upper-middle-income countries.
India’s national average of $2,800 masks more than it reveals. On one side, you have states like Tamil Nadu at $6,500; on the other, states like Uttar Pradesh and Bihar hover around $1400 and $950, respectively. Consequently, India remains a country with stark regional inequality while still being relatively poor overall.
Furthermore, as noted recently, Tamil Nadu and Kerala maintain some of the lowest internal inequality rates in the nation.
That is why I keep repeating this point: the next 15 years represent a critical, "make-or-break" economic window for India.

कोट्यवधी रुपये खर्चून बांधलेल्या मिसिंग लिंकवर अवघ्या दोन महिन्यांत खड्डे पडतात... पण त्याची जबाबदारी स्वीकारण्याऐवजी मुख्यमंत्री म्हणतात पहिल्या पावसानंतर रस्त्याची टेस्ट होते.
म्हणजे आता प्रवाश्यांचा जीव आणि प्रवास हा टेस्टिंग लॅब झाला आहे का? आणि पहिल्या पावसात महामार्गावर टेस्टिंग होते तर या काळात टोल वसुली थांबली का?
