中東情勢に伴い供給が制約を受ける可能性がある重要物資の安定確保のための高市内閣の取組の現状について、説明致します。

まず、原油と石油製品については、先月11日、他国に先駆け官民あわせて約45日分の石油備蓄の放出を決め、過去最大規模のＩＥＡによる国際協調備蓄放出を積極的に主導しました。

また、原油の代替調達については、ホルムズ海峡の代替ルートによる調達を進め、供給余力に優れる中東や米国、過去調達実績があり増産余力のある中央アジアや中南米、カナダやシンガポールなど石油製品の供給国も含め、経済産業省が民間事業者と連携しながら、精力的に協議を進めています。

先月28日には、事態発生後、ホルムズ海峡を通らないタンカーが、初めて日本に到着しました。近く、中東を出発したタンカーが更に日本に到着します。

日本には、約８か月分の石油備蓄があり、加えて代替調達も着実に進んでいます。
「日本全体として必要となる量」は確保されています。

他方、一部で「供給の偏り」や「流通の目詰まり」が生じていることから、その対策を強化しました。

例えば、医療関係や公共交通機関などの重要施設については、普段に燃料を調達している燃料販売店から調達できないようなケースでは、優先順位を判断の上、石油元売事業者に対して直接販売を行うよう、政府から要請しています。

また、普段契約している燃料販売店から必要な量が確保できなくなったという切実なお声に対応するため、大手石油元売事業者に対して、系列事業者かどうかに関わらず、「前年同月比同量」を基本として販売するように要請しています。

こうした取組により、例えば、栃木県の下水処理場の雨水排水ポンプ用のＡ重油不足に対して石油元売事業者からの４月分の供給を実現しました。

また、Ａ重油の調達にお困りの豆腐事業者の方に石油元売事業者からの直販を実現し、工場停止を回避しました。

さらに、病院向けのリネンシーツを扱うクリーニング事業者や医療用Ｘ線フィルム生産者といった方々にも、いただいた情報に一件一件対応し、重油をお届けすることができました。

エネルギー源以外の「重要物資」の安定供給確保にも取り組んでいます。

ナフサ由来の化学製品、医療関連物資、食品包装用容器、ごみ袋、半導体関連物資など、物資ごとに、製造メーカーが継続供給可能な期間を調査し把握しています。
その上で、需要側や販売店の在庫の活用、国内外での製造拡大・継続、などの対応策を速やかに講じています。
現在のところ、直ちに供給途絶が起こる事例はありません。

特に医療については、厚生労働大臣及び経済産業大臣を本部長とする「中東情勢の影響を受ける医薬品、医療機器、医療物資等の確保対策本部」を先月末に設置し、対応を進めています。

例えば、未熟児の栄養補給に必須の「小児用カテーテル」の滅菌に必要なＡ重油や、その他の医療機器の滅菌に必要な「酸化エチレンガス」については、流通段階での「目詰まり」を解消しました。

繰り返しになりますが、原油及び石油製品の「日本全体として必要な量」は確保されています。
そして、アジア諸国で原油から加工された形で供給される医療関係を含む重要物資についても、直ちに供給途絶が生じることはありません。

U.S. Sailors and Marines aboard USS Tripoli (LHA 7) arrived in the U.S. Central Command area of responsibility, March 27. The America-class amphibious assault ship serves as the flagship for the Tripoli Amphibious Ready Group / 31st Marine Expeditionary Unit composed of about 3,500 Sailors and Marines in addition to transport and strike fighter aircraft, as well as amphibious assault and tactical assets.

Imagery from Mar 23 caught the USS Tripoli (LHA-7) moored alongside at the NSF Diego Garcia pier, visible despite heavy cloud cover.

➡️Just in—AIS data via @VesselFinder confirms her escort, the USS New Orleans (LPD-18), pinging inside the lagoon early this morning (Mar 24).

Given no sign of a fleet oiler, this is a logical stop to top off fuel and stores before making the final push into @CENTCOM

THE BUILDUP CONTINUES: 3rd Destroyer Joins the Ford

OSINT Update (Mar 12 imagery): Tracking the USS Gerald R. Ford (CVN-78) as she continues to hold off the coast of Al Wajh in the Northern Red Sea.

She has shifted her box slightly to ~100km offshore, but the critical tactical update is the formation. The escort screen has grown yet again.

Spotted in the formation:
➡️3x Arleigh Burke Destroyers (up from 2 in our last pass)
➡️1x Kaiser-Class Oiler (USNS Kanawha)

The Assessment: A three-destroyer screen provides a fully-capable Integrated Air and Missile Defense (IAMD) umbrella.

With this level of combat power now assembled, is this the final piece of the puzzle before they make the push south to transit the Bab al-Mandeb (BaM)?

The U.S. is sending the 2,200 Marines and sailors of the 31st Marine Expeditionary Unit from INDOPACOM to the Middle East.

The 31st MEU is based around the USS Tripoli (LHA 7) and its air wing of Ospreys and F-35s.

The United States is considering the relocation of air defense systems and other military assets from South Korea to the Middle East, amid the ongoing conflict with Iran, according to Korean-language newspaper The Chosun Daily.

These include MIM-104 “Patriot” Surface-to-Air Missile Batteries and Terminal High Altitude Area Defense Systems (THAAD), as well as surveillance and reconnaissance assets like the MQ-9 Reaper, permanently stationed at Kunsan Air Base with U.S. Forces Korea (USFK). Sources also believe that the THAAD Battery in Seongju, North Gyeongsang Province, and its interceptor missiles could be deployed to the Middle East.
