A bit wonky but… as we see our first 1 → 55 unit project underway, I wanted to talk about why I designed our 6 story zoning as a 4 base + 2 density bonus.
I was hyper focused on it standing the test of time. I passed it 8-1, but there’s a lot of pressure to feel like you can chip away at it, have your cake and eat it too in policy.
By default you can create up to 9 units at 4 stories, and with 20% IZ you can create however many units you can fit (in this case 55) at 6 stories.
This creates a feedback loop: if 9 market rate units get built and no affordable, that’s not what we want and it’s the signal that tells us we need to fix the economics of the 6 story, because the affordable component is the single most popular part.
And if we have pressure to downzone and limit density, that would likely tip the balance toward a building with no affordable component, which is also not what we want.
6 stories before the building code changes kick in is the sweet spot, economically and politically.
Of course we should do more to make permitting faster and more buildings pencil, but this was an initial tight feedback and incentive loop that at least defends the gains we’ve made so far and ensures we don’t go backwards or just legalize 6 where nothing pencils.
